Job Summary
The Controller is responsible for managing the Anchorage School District's accounting staff and functions to ensure public accountability and financial health through planning and adherence to the district's long-term strategic goals. The position manages these functions through timely, relevant, and accurate financial reporting. The controller reports directly to the senior director of Finance. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:
  1. A bachelor's or master's degree in business, accounting, finance, or a related field.
  2. Five years of experience in accounting or finance.
  3. Three to five years of supervisory and management experience.

The following are preferred:
  1. Prior school business or governmental accounting experience, and knowledge of Governmental Accounting Standards Board (GASB) initiatives and pronouncements, and governmental GAAP.
  2. Experience with governmental accounting processes and practices, including encumbrances, budget basis accounting, and GAAP accounting.
  3. Professional certification as a CPA, CMA, CGFM, SFO or other finance related designation.
  4. Proficiency with the Business Plus financial system.

Essential Job Functions
  1. Initiates and implements sound management practices to manage the accounting functions, ensuring proper maintenance of control systems in order to safeguard ASD assets.
  2. Enforces district accounting practices and policies to affirm that all financial records are maintained in accordance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB), Anchorage School Board policies, and federal, state, and local laws or regulations.
  3. Provides management and oversight of accounting functions to include grants, fixed assets, student activities, monthly reconciliations of bank accounts, and all fund balance sheet accounts.
  4. Prepares financial reports, including the district's Annual Comprehensive Financial Report, all other statutorily required financial statements, as well as monthly and quarterly financial statements for submission to the Anchorage School Board, upper management, and public upon request.
  5. Researches, interprets, and understands current and proposed regulations, accounting principles, and other statutory requirements.
  6. Acts as liaison with independent public auditors, governmental auditors, and other examiners concerning financial matters related to ASD as directed by the senior director of Finance.
  7. Maintains training materials and trainings to further the knowledge of basic accounting functions, processes, and procedures to clerical, administrative, and supervisory employees within the district.
  8. Updates job knowledge by participating in educational and training opportunities, and provides ongoing training opportunities to increase knowledge, ability, and compliance with policies and procedures within the district.
  9. Prepares and analyses various reports as directed by the senior director of Finance.
  10. Works proficiently with complex financial systems and software packages and applications, to include proficiency with Microsoft Excel.
  11. Works with minimum supervision and schedules workload, completing assigned projects on time, within scope, working accurately and efficiently with attention to detail and making routine employment decisions by setting goals, monitoring performance, and taking appropriate follow-up actions.
  12. Provides technical financial advice and knowledge to others within ASD, maintains confidentiality, analyzes and interprets financial data/reports, and communicates information to others.
  13. Establishes and maintains a collaborative relationship with school and department staff, working effectively with both individuals and as a member of a team, facilitating groups, resolving conflicts, and performing complex problem solving.
  14. Travels to ASD schools and administrative sites.

Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
