Job Summary
The Finance Specialist II works with accounts payable reports, billings, and other functions. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:
  1. A high school diploma or equivalent.
  2. Three to five years of experience in accounting or finance.
  3. Ability to work with a minimum level of supervision and schedule workload for timely reporting.
  4. Ability to prepare financial data/reports and communicate information to others.
  5. Ability to communicate openly and effectively in a positive manner to support the needs of the department and the Anchorage School District as a whole.
  6. Ability to maintain confidentiality.
  7. Ability to work accurately and efficiently with attention to detail.
  8. Ability to complete tasks and assigned projects on time and within direction and scope.
  9. Must be proficient with complex financial packages.
  10. Must be able to work as part of a team.
  11. Must be proficient with Microsoft Office, specifically Outlook, Word, and Excel.
  12. Must have at least basic spreadsheet skills.
  13. Must be able to make arithmetic computations and summarize them into appropriate schedules and statements with speed and accuracy.
  14. Must be able to travel to ASD schools and administrative sites.

The following are preferred:
  1. College level coursework or an associate's degree in a related area.
  2. Prior school business or governmental accounting experience.
  3. Proficiency in the financial aspects of IFAS.

Essential Job Functions
  1. Leads and trains staff in accounts payable functions.
  2. Assigns accounts payable workload to staff and ensures payments are timely made.
  3. Maintains and reviews accounts payable batch status reports and audit reports.
  4. Verifies audit reports of accounts payable batches and makes required corrections and distributes batches.
  5. Reconciles accounts payable check runs with general ledger reports.
  6. Develops and maintains accounts payable procedures.
  7. Assists in developing new procedures as accounts payable system is upgraded.
  8. Tests accounts payable system when upgrades are made to the system.
  9. Approves and processes all direct pay requisitions including replenishment of petty cash.
  10. Evaluates and coordinates annual staff evaluations with supervisor.
  11. Develops and coordinates data for 1099 reporting with Risk Management and student activity fund.
  12. Reviews legal billings each month and assigns general fund expenditure account codes.
  13. Prepares quarterly and annual reports of legal expenditures for audit.
  14. Researches stale dated checks for possible reissue. Prepares report for transferring funds to the state.
  15. Coordinates vendor database with the Purchasing Department.
  16. Responds to vendors with questions on payments, application of checks, statement reconciliation, etc.
  17. Communicates with schools and departments regarding direct pay requisitions, petty cash replenishments, open encumbrances, and closing of blanket purchase orders.

Physical/Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking, and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to communicate by oral and written means in an appropriate business manner and have cognitive skills to understand instructions, readily recall facts and details, handle conflict, and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.
