Main Purpose Of Job

This professional management position serves as the Executive Director of School and Community Nutrition Programs and is responsible for the statewide administration of the nutrition and food programs assigned to the Maryland State Department of Education.

POSITION DUTIES

Provides leadership, management, oversight, and supervision of the statewide administration, management, and coordination of federal and local state nutrition programs to ensure quality meals are served to the students in the state of Maryland. Programs include the National School Lunch Program, the School Breakfast Program, the Special Milk Program, the Fresh Fruit and Vegetable Program, Child and Adult Care Food Program, Summer Food Service Program, Food Distribution Program, Nutrition Education and Training Program, and Maryland Meals for Achievement. The Executive Director of School and Community Nutrition Programs will direct, administer, and evaluate all aspects of the food and nutrition program in order to meet the educational and nutritional needs of all students in the state. 

Responsibilities of the executive director also involves the interpretation of federal and state regulations and policies, delivery of nutrition education training and technical assistance, program compliance, resource management, data analysis, workflow management, and compliance with policies and procedures established by the United States Department of Agriculture (USDA), the Maryland State Legislature, the State Board of Education, and the Maryland State Department of Education (MSDE).

The Executive Director of School and Community Nutrition Programs shall advise, audit and regulate, and partner with local education agencies (LEAs) and other relevant community-based organizations to effectively implement programs in alignment with federal, state, and local guidelines. The executive director shall promote an environment that cultivates and supports healthy and nutritious programs across state while maintaining program integrity and customer satisfaction.

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor’s Degree or equivalent 60 credit hours of coursework in Nutrition, Dietetics, Consumer Science, Food Service Management, Institutional Administration, or a related area.    

EXPERIENCE: Five years of professional experience in administering a large scale consumer science, health, or nutrition education program, or a food service operation in or affiliated with an education or rehabilitation program, or within a residential institution.  Three years of the required experience must have been in direct supervision of other professional employees.

Note: An advanced degree in Nutrition, Dietetics, Consumer Science, Food Service Management, Institutional Administration, or a related area  can substitute for 2 years of experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong knowledge of federal laws and regulations governing food service, child nutrition programs in schools, and adult food programs; knowledge of food safety, menu planning, and food production; demonstrated experience in managing multiple revenue sources, payments to recipients; demonstrated experience in working with diverse group of customers, service level based customer service skills; experience is legislative skill in assessing problems and conceptualizing solutions and improvements; skill in organizing, developing, and presenting training programs; demonstrated experience in interpreting and implementing laws, regulations, policies and procedures including fiduciary reporting; ability to organize multiple tasks; ability to communicate effectively and establish and maintain effective working relationships in a team environment.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
