Main Purpose Of Job
This professional management position serves as the Director of Recruitment and Staffing. The position establishes and executes a clearly articulated, data driven, service-level based recruitment and staffing plan aligned to mission, goals and the priority work of the MSDE; implements innovative and best in class strategies to attract, recruit, onboard, recognize, and retain a highly qualified, diverse, and culturally proficient workforce. The director will oversee the recruitment, staffing, and onboarding of employees to MSDE.

POSITION DUTIES  
The Director of Recruitment and Staffing establishes and executes a clearly articulated, data driven, service-level based recruitment and staffing plan aligned to mission, goals and the priority work of the MSDE; implements innovative and best in class strategies to attract, recruit, onboard, recognize, and retain a highly qualified, diverse, and culturally proficient workforce. The director will oversee the recruitment, staffing, and onboarding of employees to MSDE. The director will establish operations that provides high-quality and consistent customer service to MSDE hiring managers, candidates and employees to promote MSDE as a desirable employer and thriving workplace.     
The Director of Recruitment and Staffing will develop and implement highly effective strategies to establish and sustain partnerships with institutions of higher learning, professional associations, and other talent sourcing and recruitment organizations to build strong pipelines for talent. In addition, the director will establish and deploy processes that leverage alternative credentials that can be used to attract candidates with nontraditional work experiences into the agency. In close collaboration with the MSDE executive leadership team, this position will design best in class recruitment and staffing processes and systems and oversee a coordinated system of talent services for all divisions and offices of the agency to establish an effective plan for staffing and onboarding.     
The Director of Recruitment and Staffing will collaborate with the Department of Budget and Management to execute timely completion of MSDE personnel activities and ensure the MSDE organizational structure in the Human Capital Management System is up to date and accurate. The director will regularly collaborate with the Deputy State Superintendent of Operations and the other operational leaders within the agency in overseeing a highly effective Core Services Team structure to provide seamless operational support for divisions and offices within MSDE.

MINIMUM QUALIFICATIONS  
EDUCATION: A Bachelor’s Degree or equivalent 60 credit hours of coursework in Human Resources, Administration or related area  
EXPERIENCE: Five years of professional experience in overseeing recruitment and staffing operations for a public or private sector organization with an emphasis on education. Three years of the required experience must have been in direct supervision of HR professionals.  
Note: An advanced degree in the above-mentioned fields of education can substitute for 2 years of experience.  

DESIRED OR PREFERRED QUALIFICATIONS
Strong knowledge of federal and state employment laws and regulations, demonstrated experience in recruiting and staffing in-demand, hard to fill positions to reduce vacancies; Proven experience in building talent pipelines by establishing relationships with traditional and non-traditional sources of talent; demonstrated experience in working with diverse group of customers, service level based customer service skills; skill in organizing, developing, and presenting training programs and standard operating procedures; demonstrated experience in interpreting and implementing laws, regulations, policies and procedures including fiduciary reporting; ability to organize multiple tasks; ability to communicate effectively and establish and maintain effective working relationships in a team environment. Professional certification in Human Resource Management

SPECIAL REQUIREMENTS
