    The Superintendent invites qualified and interested persons to apply for the position of Printing Operations Technician 4 within the Office of Mail and Reproduction.

    This title is governed by the New Jersey Civil Service Commission; meaning that if you are the successful candidate for this position, you will be placed as a provisional employee. At a later date you will be required to take an examination administered by the Civil Service Commission. Candidates must score and rank high enough on this examination in order to remain in the position as a permanent employee.

    DEFINITION: A position in this category typically analyzes printing requests; determines appropriate printing techniques; estimates the quantity of time, costs, materials or personnel for assignments; consults with vendors or contractors; provides technical advice to staff; sets up, operates, and adjusts copier machines.

    LEVEL 4: A position at this level typically plans, organizes and assigns the work of the organizational unit and evaluates the performance and conduct of first line supervisors, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Unique Tasks: Writes requests for proposals (RFPs)

    QUALIFICATIONS AND REQUIREMENTS

    1. Seven (7) years of experience in work involving printing and graphic art techniques, layout, equipment, and supplies. Three (3) years of the required experience shall have been in a supervisory capacity.
    2. Applicants who do not possess the required education may substitute three (3) years of additional nonsupervisory experience.
    3. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

    BASIC FUNCTIONS AND RESPONSIBILITIES

    1. Analyzes incoming print requests.
    2. Reviews samples, such as blue-line, press, binding, typesetting or final.
    3. Selects paper stock.
    4. Determines appropriate printing techniques.
    5. Recommends styles of printed materials.
    6. Estimates necessary quantity of time, costs, materials or personnel for the accomplishment of assignments or goals.
    7. Verifies that quantity and type of item ordered matches invoice.
    8. Writes technical specifications for purchase of equipment, supplies and parts.
    9. Examines documents for adherence to applicable laws and regulations.
    10. Determines appropriate graphic arts techniques.
    11. Writes technical, statistical or financial reports.
    12. Determines when printing request should be sent to outside vendors.
    13. Selects ink.
    14. Adjusts stock levels for anticipated needs.
    15. Verifies entered data against source documents.
    16. Monitors the use of materials, equipment, parts or supplies.
    17. Calculates rates, cost, fees, taxes or other amounts consistent with schedules, formulas or other established procedures.
    18. Identifies problems with printing equipment.
    19. Records the use of materials, equipment, parts or supplies.
    20. Designs layouts of graphic or printed materials.
    21. Obtains current price quotes for special purchases.
    22. Informs individuals of procedures necessary for completion of forms or applications.
    23. Provides technical advice to staff, peers or management.
    24. Consults with vendors or contractors.
    25. Interviews individuals for needed information.
    26. Requests information from vendors on materials, equipment, parts or supplies.
    27. Informs the responsible person or organization of difficulties, accomplishments, plans or goals.
    28. Consults with outside agencies or individuals about information necessary for job assignments.
    29. Operates copiers.
    30. Adjusts copy machines for density and contrast.
    31. Sets up copiers.
    32. Corrects printing press problems such as tinting, scumming, streaks, slow drying or double images.
    33. Manipulates (uses) various drafting equipment such as T-squares, compasses or triangles.
    34. Operates cutting machines.

    KNOWLEDGE AND ABILITIES

    3. Knowledge of the types of paper stock.
    4. Knowledge of the types and characteristics of printing inks.
    5. Knowledge of the types and characteristics of printing equipment.
    6. Knowledge of commercial printing plant operations.
    7. Knowledge of procedures for operating cutting machines.
    8. Knowledge of procedures for operating copiers.
    9. Knowledge of record keeping procedures.
    10. Knowledge of standard English grammar; for example, syntax, punctuation, verb agreement, or tense.
    11. Knowledge of postal regulations regarding envelope and postcard size.
    12. Knowledge of procedures for requisitioning materials, equipment, parts or supplies
    13. Knowledge of inventory control.
    14. Knowledge of basic interviewing techniques.
    15. Knowledge of layout procedures.
    16. Knowledge of the types and characteristics of graphic arts equipment.
    17. Knowledge of bidding procedures.
    18. Knowledge of principles and techniques of cost-benefit analysis.
    19. Ability to add, subtract, multiply and divide, using decimals, percentages and fractions.
    20. Ability to establish goals and set priorities.
    21. Ability to identify and resolve problems in the administration or coordination of programs, plans or projects.
    22. Ability to make precise measurements.
    23. Ability to determine whether products or services meet printing specifications.
    24. Ability to correct printing press problems.
    25. Ability to adjust copiers.
    26. Ability to compare written or printed material for accuracy.
    27. Ability to compare numerical material for accuracy.
    28. Ability to perceive color differences.
    29. Ability to collect data through questioning.
    30. Ability to apply laws, rules or regulations to given situations.
    31. Ability to summarize information in written form.
    32. Ability to make appropriate inferences and deductions based on various types of source materials.

    1. Salary: $57,017 - $62,017
