CLASS TITLE: School Operations Manager

CHARACTERISTICS OF THE CLASS: Under the direction of the school principal, manages key administrative functions at a local school unit, including, but not limited to, facilities, security, personnel, student transportation, food services, purchasing, budget, and finance; collaborates with school, region and central service center personnel to improve the delivery of all non-instructional services to the school; and performs related duties as required.

ESSENTIAL FUNCTIONS: Serves as a member of the school leadership team and assists in the planning, development, and establishment of goals and objectives for the school improvement plan; monitors the performance of the school in all areas of responsibility against established goals and objectives and advises the principal on areas for improvement; has administrative responsibility for managing the school's budget and internal accounts practices; coordinates the preparation of the school's annual budget; manages and maintains the school's fixed asset inventory; assists in the preparation of grant applications and maintains effective working relationships with grantors; manages the procurement of goods and services for the school; establishes service contract standards and monitors compliance of vendors with contract provisions; administers the provision of contracted student services including transportation and food services; ensures the timely payment of vendors providing goods and services to the school; performs professional personnel management functions, including the recruitment, staffing, and orientation of employees at the school; oversees the school's timekeeping and payroll functions; manages and oversees the implementation of the school technology plan to facilitate the introduction of learning technology at the school; ensures the accurate maintenance of student records at the school; oversees the operation and maintenance of the school's physical plant and manages building custodial services to ensure a clean and healthy environment for students and staff; directs the development of the school's annual facilities plan; serves as a liaison to the school's property advisor on all capital improvement projects; has overall managerial responsibility for safety and security operations at the school.

MINIMUM QUALIFICATIONS:

Training and Experience. Graduation from an accredited college or university with a Bachelor's degree in Business Administration, or a related field of study, supplemented by seven or more years of experience in the management of business units within a large organization or the overall management of a small independent organization, or an equivalent combination of training and experience. A Master's degree in Business Administration from an accredited college or university is highly desirable, but not required.

Knowledge, Abilities, and Skill. Extensive knowledge of the principles and practices of financial and business management; good knowledge of pertinent federal, state, and local laws and regulations governing personnel management; good knowledge of the principles and practices of purchasing and procurement.

Demonstrated leadership ability; ability to prioritize and effectively manage several projects simultaneously; ability to plan, assign, and review the work of subordinate personnel.

Demonstrated analytical, organizational, and planning skills; effective oral and written communication skills; good personal computer skills, especially in the areas of word processing, database, and spreadsheet applications, and how they relate to business and financial management.

Physical Requirements. Sedentary Work: Exerting up to ten (10) pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.
