Director, Compensation & Employee Relations

FUNCTIONAL PURPOSE:

The Director Compensation and Employee Relations plans, directs, and reviews the activities and operations of the Compensation and Employee Relations Department, and the federal, state and Winston-Salem/Forsyth compliance programs associated with FLSA, I-9s and unemployment. It coordinates assigned activities with other departments and outside agencies and provides highly responsible and complex administrative support to the Chief Human Resources Officer (CHRO).

DUTIES AND RESPONSIBILITIES:
• Develops, plans, and implements department goals and objectives to ensure district compliance relating to FLSA, I-9s and unemployment; recommends and administers policies and procedures; takes appropriate action to address outside agency inquiries timely.
• Focuses on strategic planning for salary administration to achieve WSFCS vision and mission and align with the district's Strategic Plan.
• Advises the CHRO on issues specific to salary administration and employee relations; offers recommendations and alternative solutions for resolution of specific issues.
• Participates in the development and administration of job classifications, associated job descriptions and system-wide salary proposals; assists in the forecast of funds needed for position reclassifications; effectively devises and implements cost reduction techniques when needed, strives for delivering support services on time, on budget, with accuracy and exceeding customer expectations.
• Directs, oversees, and participates in the development of the district's compensation work plans, projects, and programs; reviews and approves all salary recommendations ensuring methods and procedures of calculation are consistent, accurate, and thorough.
• Interprets personnel policies and regulations associated with employee rights and privileges; advises management of correct procedures; assists leadership with viable resolutions and correct actions.
• Responds to and resolves difficult and sensitive inquires and complaints regarding compensation, unemployment claims, and employee relations issues with a concentration on customer service.
• Contributes to state and local salary surveys to ensure access to up-to-date market salary data.
• Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training, works with employees to correct deficiencies; implements discipline when needed ensuring appropriate and timely feedback.
• Participates on a variety of school system committees; attends and participates in professional groups and committees.
• Performs related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
• Extensive knowledge of Microsoft Suite (Outlook, Word, Excel, PowerPoint) and Google Docs. Must have the ability to manipulate large amounts of data utilizing pivot tables in Excel.
• Knowledge of state and federal employment laws and WSFCS policies and procedures as related to Department of Human Resources.
• Knowledge of Human Resources policies and best business practices relating to salary administration, employee relations and I-9 compliance.
• Knowledge of and successful experience in sound fiscal practices, including budget preparation and control and management of district resources.
• Demonstrated knowledge of unemployment claims appeals process and ability to ensure employer is professionally and accurately represented in hearings.
• Ability to develop, analyze and recommend salary administration policies and practices affecting district personnel and services.
• Ability to evaluate executive leadership positions to appropriately document job descriptions and assign job classifications.
• Ability to respond professionally, effectively, and promptly to employee relations issues and communicate resolutions in a timely manner.
• Ability to establish and maintain cooperative and effective working relationships with all levels of employees.
• Ability to analyze situations accurately and adopt an effective course of action.
• Ability to meet schedules and timelines with accuracy.
• Ability to work confidentially and with discretion.
• Ability to build cooperative relationships with vendors while ensuring best business practices are followed.

EDUCATION AND EXPERIENCE REQUIREMENTS:
• Minimum: Bachelor's Degree in business, human resources, or another field. Seven years of human resources administration focused in salary administration and employee relations that includes three years of supervisory responsibility.
• Desirable: Master's Degree in business, human resources, or related field. Ten years of human resources administration experience focused in salary administration and employee relations that includes five years of supervisory responsibility.

CERTIFICATION AND LICENSURE REQUIREMENTS:
• Professional certifications desirable, not required: PHR/SPHR, SHRM-CP/SCP, CCP, or CMS.

Pay Grade D2, Full-Time, 12 Months, Minimum Monthly Salary $6,150.83
