The Center for Effective SchoolsDevereux Advanced Behavioral Health Center for Effective Schools looking Special Education Programs Supervisor and Consultan t position ( 12 month) full time. Provides supervision to the professionals and paraprofessionals in cross-district programs that will result in the achievement of the educational, social and emotional, and transition and employment goals of the students and the professional development of the staff. Includes creating, developing, directing, maintaining, and evaluating the range of direct and support services provided to students in grades kindergarten through 12th grade. The position requires knowledge of PDE, IDEA, and chapter 14 regulations, as well as competency in IEPs, positive behavioral support strategies, classroom management, and MTSS/PBIS/RTI. The position requires successful relationships with the education based agencies at the state and local level, supervisees and consultees in the programs, and colleagues in the education services division.

Location: Commute from home office to school sites in Berks and Chester Counties, along with other location as assigned, for supervision, training, and consultation sessions.

The Special Education Programs Supervisor and Consultant essential functions and responsibilities include but are not limited to-
  • Program Supervision: Supervises professionals and paraprofessionals in the educational program to ensure successful operations, including an environment that meets the educational, social and emotional, and transition and employment goals of the students and the professional development of the staff. Leads emotional support program development, implementation, and evaluation. Conducts weekly supervision meetings with (and provide ongoing supervision to) program coordinators and board certified behavior analyst (BCBA). Practices within and influences others to follow external and internal guidelines governing the program, as well as one's professional licensure guidelines. Facilitates weekly internal leadership team meetings. Participates in monthly building administration coordination meetings.
  • Program Consultation: Employs a behavioral consultation model (problem indentification, analysis, and evaluation) to address issues of individual student and school-wide climate concerns. Effectively employs data-based decision-making practices. Accurately analyzes data. Uses data to inform interventions. Uses data to consult with others involved in interventions at the individual or systems level. Effectively consults with school-based leadership teams to improve school climate and student behavior. Communicates effectively to resolve problems. Always acts in the best interest of the consumer.
  • Professional Development Training: Consults with building administrators and/or classroom staff to identify training topics including but not limited to inclusionary practices, instructional and behavioral management, instructive and restorative discipline, and school-wide behavioral support systems. Develops synchronous (live) and asynchronous (recorded) professional development trainings. Delivers professional development trainings to special education faculty, general education faculty, related service providers, and other district staff. Uses an active training style to engage adult learners. Evaluate learner outcomes and training acceptability.
  • Develops implementation manuals and technical assistance materials to support evidence-based practice implementation and evaluation. Project Management: Demonstrates the skills, knowledge and abilities to develop,implement, and manage projects, including regulatory guidelines, professional standards, and sound budgetary practices. These projects will be performed in such a manner that they attend to quality issues, efficiency, cost-effectiveness, outcomes, and corrective actions, and incorporate evidence-based and best practice methods of project management. Plans, supervises and coordinates operation of assigned components of the educational program. Assumes supervisory and budgetary responsibility for assigned component.

  • Center for Effective Schools: The mission of the Center for Effective Schools (CES) is to build capacity in schools for serving children with, or at-risk for developing, emotional and behavioral disorders. This mission is accomplished through training, consultation, new model program

    development, and applied research. The CES subscribes to a multi-tiered (universal, secondary, and tertiary) prevention and intervention approach to service delivery. Populations served through CES include, but are not limited to, students and staff within primary and secondary public schools and districts; parents of school-aged children; pre-referral intervention teams; intermediate units; approved private day schools; and other non-profit organizations focused on education and violence prevention. Services include training and technical assistance for School-wide Positive Behavior Support, class-wide positive behavior support including Strengthening Emotional Support Services for emotional support classrooms, interventions for non-classroom settings including the Lunchroom Behavior Game, Response-to-Intervention, as well as individual student services including Functional Behavior Assessment, Curriculum Based Measurement, and general academic and behavioral assessment to generate empirically based behavior and academic support plans. CES staff members pride themselves on being consumer-driven by developing programs that are tailored to meet the needs of the individual, schools, and districts they serve.


    Education : Minimum master's in special education or related field or the equivalent required; participating or eligible to participate in an Ed.D or Ph.D.program or has an Ed.D. or Ph.D. in Education, Education Leadership, School Psychology, Behavior Analysis, or related field; PA Department of Education certification supervisor of special education, pupil services, principal or education administration highly preferred BCBA preferred but not required

    Experience: At least five years (two of which must be in leadership capacity) experience in an educational setting working with individuals with emotional and behavioral needs and/or other special education populations. Proficient computer skills, mastery of Microsoft Office Applications, experience with data collection/analyzing platforms. Strong organizational skills. Excellent oral and written communication skills. Requires ability to work independently, prioritize, manage multiple tasks simultaneously, and adhere to established guidelines.

    Valid driver's license must be maintained.
