QUALIFICATIONS:
  1. Candidates must hold a valid New York State teaching certificate in Teaching English to Speakers of Other Languages (TESOL) or other New York State issued certification and a valid New York State School District Administrator (SDA) or School District Leader (SDL) certificate or School Administrator/Supervisor (SAS).
  2. Candidates must have a minimum of five (5) years of successful in teaching and administration; English as a New Language (ENL) or Bilingual education preferred.
  3. Candidates must have administrative or other leadership experience in ENL.

  6. Possess deep, measurable, reliable knowledge of content and best practices as related to subject area

PERFORMANCE RESPONSIBILITIES:
Curriculum/Instruction:
  1. Primary responsibility for K-12 program design for and implementation of the English as a New Language education program.
  2. Works on the district level and directly in the school buildings with teachers of English for Speakers of Other Languages (ESOL) and classroom teachers to assists with implementing and improving instruction and programs in Stand-Alone and Integrated ENL.
  3. Implements parent and community outreach initiatives to increase parent involvement and to increase an awareness of the importance of nurturing home language literacy and cultural values supporting ELLs/MLLs educational goals.
  4. Facilitates parent communication and/or develop parent resources as needed.
  5. Assists instructional staff across curricular areas with implementing District curriculum and programs to ensure accessibility for ELLs/MLLs at all levels.
  6. Provides leadership for curriculum and instructional program planning, development, and implementation of all aspects of the English as a New Language program.
  7. Oversees, facilitates and plans curriculum committee work.
  8. Serves as a resource to teachers, administrators, and other staff to identify best instructional practices.
  9. Works collaboratively to assist teachers with scaffolding and language goals in lesson planning. This work takes place in a variety of settings including one-on-one, small groups, grade level meetings, study groups, workshops, and faculty/staff meetings.
  10. Collaborates and consults with various community groups, Institute of Higher Education (IHE) and non-profit organizations to pool resources and support to help ELL families access language resources and acclimate to the school community.
Management:
  1. Provides supervision of staff to ensure that the district resources are managed efficiently and appropriately, including oversight and management of Title III funds and any other grants specific to English as a New Language and Multilingual Education.
  2. Engages in courageous conversations with every teacher about growth areas in practice and assist in the development of targeted Teacher Improvement Plans (TIP) when appropriate.
  3. Prepares and manages departmental annual budgets in relevant areas.
  4. Leads the registration, staffing, and implementation of the ENL Summer Academy.
Assessment/reporting:
  1. Prepares and/or assists in the preparation of documents and reports as required by local, state and federal agencies related to English as a New Language or Multilingual Education.
  2. Provides oversight and responsibility for administration, training, and scoring of NYSESLAT and NYSITELL.
  3. Serves as a liaison for new information for assigned disciplines from the New York State Education Department and other professional organizations to Williamsville teachers and administrators.
  4. Collects and analyzes student performance data to determine if students are meeting the curricular expectations; presents the analyses to appropriate personnel and assists teachers and administrators in understanding and using assessment information for the benefit of students.
  5. Uses data to improve instruction which will entail collecting data as required by the State, providing professional development to staff on the effective use of using data to improve instruction.

  7. Benchmarks high achievement worldwide in order to introduce relevant program improvement.
  8. Attends meetings of District leadership and other meetings associated with other District and building matters to gain an awareness of and contribute effectively to the development of the entire school program.
Supporting schools:
  1. Meets and communicates with teachers on a regular and planned basis to assure K-12 program articulation and continuity.
  2. Assists building leadership in the implementation of related curriculum and programs, extra-curricular activities and professional development opportunities for English as New Language and Multilingual Education.
  3. Assists building leadership in the evaluation of personnel and observes teachers as part of the teacher evaluation process.
  4. Assists building leadership in the recruitment and hiring of highly qualified ESOL teachers; supports new teachers as they learn about the curriculum, program, and available District resources.
  5. Works cooperatively and collectively with principals, teachers, and other instructional personnel (as appropriate) to ensure that instructional programs and services are coordinated in the schools and are administered uniformly and equitably.
  6. Meets with teachers on a regular basis to assure K-12 program articulation and continuity.
Professional Learning:
  1. Meets and communicates on a regular and planned basis with District teachers to ensure effective implementation of programs and initiatives and to assure K-12 program articulation and continuity.
  2. Continually updates skills and knowledge in order to make significant contributions to all aspects of the District English as New Language education program.
  3. Develops and presents appropriate professional learning for professional staff members referencing the goals of the Strategic Plan, Board of Education, and the District Professional Learning Plan.
  4. Assists in the planning and implementation of the District's professional learning opportunities and model the personal and professional expectations held for the District ESOL personnel by demonstrating a commitment to growth and renewal.
  5. Supports new teachers as they learn about the curriculum, program, and available District resources.
DIVERSITY, EQUITY & INCLUSION:
This position will also serve as the District's Diversity, Equity & Inclusion coordinator in accordance with Board policy #3431, with the following responsibilities:
  1. Serves as the coordinator of District's DEI efforts in alignment with the District DEI policy and Strategic Plan, as well New York State Board of Regents policies, frameworks, and initiatives.
  2. Provides strategic leadership in the areas of diversity, equity and inclusion.
  3. Under the direction of the Assistant Superintendent for Instruction, provides faculty and staff with multicultural educational resources to support them in their work.
  4. Stays abreast of the most current research and resources related to DEI initiatives.
  5. Coordinates DEI Steering committee meetings and action steps.
  6. Facilitates the development of the District-wide DEI plan.
  7. Acting as first line of support for the various DEI committees to assist them in completing their objectives and deliverables.
  8. Implements, monitors progress, and recommends adjustments in connection with the Strategic Plan for Diversity, Equity and Inclusion.
  9. Develops and updates resources and guides related to cultural awareness.
  10. Provides the district with information related to observances celebrated by language and cultural groups represented in our school community.
Performs such other tasks and assumes such other responsibilities as directed by the Assistant Superintendent for Instruction.
