General Description

Utilizes Microsoft, Google Sheets and accounting software packages to perform complex accounting reviews, maintenance and preparation of accounting and financial records. Works and provides training for school based personnel to ensure the compliance with the Student Activities Funds Manual and accurate accounting of all financial transactions. Reviews accounts receivable and accounts payable postings. Reconciles general ledger for all reporting entities. Prepares accounting information for the Comprehensive Annual Financial Report (CAFR). Generates and maintains a policy and procedure manual for Student Activity Funds Work is performed under limited supervision and with a higher degree of independence.

Essential Job Functions

  • Prepares and maintains the Student Activity Fund Manual for schools and ARGS. Provides training and technical assistance to bookkeepers on Student Activity Fund policy and procedures.
  • Prepares training materials and conducts semi-annual in-service and facilitates on-going school based staff development through highly accessible instructional materials.
  • Establishes a chart of account codes for new programs.
  • Reconciles accounting transactions for CCPS and AGRS in General Ledger.
  • Supervises the daily receipting and proper coding of school based revenue for all entities.
  • Collaborates with Accountant(s) regarding the system set up for school based vendors.
  • Supervises and coordinates communication with check recovery vendor.
  • Prepares statistical and financial information for the CAFR.
  • Performs monthly billing for the Flex Spending Administrative Costs.
  • Evaluates the State Unclaimed Property Report.
  • Reviews and gives final approval of the Retiree Reimbursement accounts.
  • Assists with reviewing, selecting and implementing software upgrades and enhancements
  • Performs monthly audits of student activities funds for each individual school to ensure proper procedures are being followed and monthly reconciliation is accurate. Collaborates with schools if corrective action is necessary.
  • Coordinates the annual internal and external audit of individual school Activity Funds.
  • Supervises and mentors staff members and provides guidance in prioritizing tasks and meeting deadlines.
  • Performs new employee interview selections, and coaching of assigned employees.
  • Leads, trains, and assists staff and provides supervision of staff as necessary.
  • Performs other related duties as required.

Qualifications

Demonstrated ability to communicate effectively orally and in writing; to develop and maintain collaborative relationships with internal and external stakeholders, to support the preparation of all school based reporting through school stakeholder training. Independent problem solving and analytical abilities coupled with good troubleshooting skills. Proficiency in various software programs such as Microsoft and/or Google Suites. Utilization of technology to organize, analyze and synthesize data. Considerable knowledge of generally accepted accounting principles, state and federal regulations related to public accounting and office operations. Ability to organize and process work according to related laws, regulations, policies and procedures.

Thorough knowledge of generally accepted accounting principles, governmental accounting standards, banking, and financial reporting. Knowledge of the laws, ordinances and regulations governing municipal financial matters, including Virginia Auditor of Public Accounts standards is required. Thorough knowledge of and proficient use of MSOffice Suite, including Excel. Ability to prepare complex financial reports and accounting records. Ability to establish and maintain effective working relationships with others; ability to effectively communicate technical concepts and ideas effectively, both orally and in writing.

Requirements

A Bachelor's Degree and a minimum of two years of experience involving the maintenance of complex accounting, financial, or statistical records. Prior supervisory experience is desired.

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education
