PRIMARY PERFORMANCE RESPONSIBILITIES:
  • Serves in the absence of the District Superintendent as the Chief Administrative Officer of the district

    • Maintains the day-to-day operations of all Southern Westchester BOCES services: may include legal matters, fiscal matters, personnel matters, and program development

    • Collaborate with the District Superintendent to assure national, state, and local initiatives are supported and reflected in the daily operations

    • Assists in the preparation and administration of the district's budget

    • Keeps informed of, and interprets all laws, regulations, statutes, rules, and policies affecting BOCES divisions

    • Assists in the preparation of Board Meetings and attends and presides over such other meetings as required. Prepares materials and reports to the District Superintendent all items related to daily operations and program implementation.

    During Board of Education meetings, informs board members of all items related to daily operations and program implementation

    • Assists in the preparation of needed Board policies, administrative rules, and status reports for the Board's review

    • Serves as a subject matter expert and collaboratively facilitates presentations, professional development opportunities and general communication to stakeholders, including staff, administrators and Boards of Education on topics related to but not limited to educational trends and best practices related to the improvement of teaching and learning and assessment

    • Leads a large team of supervisors and administrators in carrying out the SWBOCES Mission, Vision, Values and Goals in the district-developed, value-centered leadership model

    • Models and integrates use of collaborative problem-solving tools and goal setting processes

    Initiates the development of department goals in alignment with district goals and monitors throughout implementation period

    • Models and encourages the use of district tools as a filter in developing protocols and practices that build trust, respect, and collaboration in the pursuit of excellence

    • Collaboratively identifies protocols and practices for review and revision in seeking alignment to district values and goals

    • Provides oversight and leadership for all departments and services provided by Southern Westchester BOCES and the Lower Hudson Regional Information Center in serving the districts supported by those programs. Continuously evaluates the effectiveness of all services and resources in collaboration with district, state, and regional partners

    • Works cooperatively with leaders of the other administrative divisions in integrating and coordinating individual efforts into a unified program for the district. Works collaboratively with the District Superintendent in facilitating Executive team operations, which may include setting collaborative agendas, scheduling meetings and crafting action plans

    • Facilitates and/or participates in district-wide committees, including Professional Development Plan Team, Connected Learning Team, Financial Advisory Group, Think Tank and Work Group problem-solving teams, and School Safety Team

    • Accepts from the District Superintendent such responsibilities as the District Superintendent chooses to delegate and assumes full responsibility for discharging them

    • Prepares and submits reports and other documents as required by the District Superintendent

    • Provides direct supervision to the Executive Director of the LHRIC, Assistant Superintendent of Educational Services, Assistant Superintendent of Business and Administrative Services, Senior Director of Professional Development and Curriculum

    Support, Director of Technology, Director of Communications, and Director of Interscholastic Athletics

    • Communicates to the District Superintendent the requirements and needs of the district as perceived by staff members or component districts

  • Ability to break down complex issues to communicate in a way that all stakeholders understand them

QUALIFICATIONS
  • Professional Certification as a School District Leader or Permanent Certification as a School District Administrator
  • Three to Five years' experience as a Superintendent or Assistant Superintendent or in a central office position in a school district and/or a BOCES
  • Such alternatives to the above qualifications as the Board may deem appropriate and acceptable
  • Extensive knowledge of New York State public school initiatives, federal and state education regulations, and guidelines
  • Knowledge of education law, CoSer regulations, and curriculum and instruction trends
  • Proven ability in financial management with experience in business practices and budget processes
  • Experience in managing medium to large projects with multiple stakeholders
  • History of successful value-based leadership in a collaborative model
  • Strong communication skills, proven track record of success, and commitment to continued growth and success of programs
