230 Day Non-Exempt Position

GENERAL PURPOSE:

Under limited supervision, monitors federally funded grants administered by the Federal Programs and Special Education Directors. Monitors program budgets and performs related fiscal management and reporting. Performs related professional and administrative duties as required. Reports to Finance Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. 1. Maintains and verifies financial, statistical, or other fiscal records in connection with various local, regional, state, and federal grants and regulations. Ensures compliance with grant requirements found in EDGAR regarding but not limited to: Cost Principles, Cash Management, Records Retention, Time and Effort, Purchasing, etc.

2. Assists with managing MCAPS as requested. Ensures budget in MCAPS matches to Marathon accounting software.

3. Clarifies and resolves technical and contractual issues and problems with grants, and guides department staff on grant regulations (EDGAR) and fiscal use of grant funding.

4. Performs complex, specialized grant accounting functions; complies with periodic financial reporting and reimbursement submittal requirements.

5. Corresponds with representatives from local, regional, state, and federal agencies regarding matters involving grant status, funding, reporting, and requirements. Communicates effectively, professionally, and cooperatively both verbally and in writing.

6. Assists with audits and monitoring reviews as applicable.

7. Researches and prepares budget expenditure projections; monitors and reports on budget expenditures; processes requests for budget adjustments and institutes fund transfers; reviews and verifies budget accounts, purchase orders, and bidding documentation; verifies and makes budget and expense adjustments.

8. Answers questions and prepares special reports for department use in budget tracking and reporting; compiles budget documents and data for management review.

9. Assists in researching and reviewing departmental financial records and reports.

10. Attends work regularly and punctually.

11. Abides by district employee handbook and Mississippi Educator Code of Conduct.

QUALIFICATIONS GUIDELINES: Knowledge of:

MDE's Accounting Manual for school district and the District's coding structure; fund accounting; practices and procedures of governmental budgeting and accounting; methods, practices, documents and terminology used in processing accounting transactions and in financial record keeping; fundamental accounting and internal control policies and procedures; the District's computerized general accounting system and associated practices and procedures for processing accounting information and interpreting input and output data; standard office practices and procedures; principles and practices of sound business communication.

Ability to:

Operate a computer, calculating machine and other standard office equipment; verify the accuracy of financial data and information; analyze, balance and reconcile financial data and accounts; project revenues and expenditures; prepare complex accounting schedules and execute fund transactions; organize work, set priorities and exercise independent judgment within established guidelines; interpret, apply and reach sound decisions in accordance with rules, regulations and department procedures; make calculations and tabulations and review fiscal and related documents accurately and rapidly; understand and carry out written and oral instructions; prepare clear and accurate financial records and reports; work effectively and courteously with District staff, contractors, vendors, property owners, the public and others encountered in the course of work.

Education/Training/Experience:

Bachelor's Degree in Accounting or Business Administration with a Minor in Accounting; and,
With Four years working experience as a Federal Programs Accountant or equivalent; and,
Has attended at least two MDE Collaborative Fiscal Conferences presented by Brustein & Manasevit, PLLC
