Job Summary
The Assistant Director of Transition and Vocational Services reports to and assists the director of Secondary Special Education in the leadership and supervision of special education programs within secondary schools for students from middle school grades through post-secondary. Specifically, the assistant director assists the department in the supervision and implementation of secondary transition and vocational services and expands community partnerships both at the local and state level. The assistant director also researches, develops, and implements secondary special education curriculum and programs throughout the Anchorage School District. This position requires a valid Alaska administrative certificate and has a retirement association with the Alaska Teachers' Retirement System (TRS).

Job Requirements
The following are required:
  1. A bachelor's degree in special education or related field.
  2. A valid Alaska type B administrative certificate within 1-2 years of hire.
  3. A minimum of three years of supervisory or program leadership experience in the area of special education, vocational rehabilitation, or a similar field.
  4. A minimum of three years of experience in special education or a similar field.

The following are preferred:
  1. A master's degree in special education or a related field.
  2. Curriculum implementation and supervision experience.
  3. Experience with intensive needs funding requirements.
  4. Experience with postsecondary transition, vocational, life skills, and/or autism programs.
  5. Experience with developing Individualized Education Programs (IEPs) and transition planning with a focus on vocational training, postsecondary education, jobs and employment, and independent living.
  6. Experience providing employee training to write and implement transition plans with fidelity.
  7. Significant experience with conflict resolution.

Essential Job Functions
  1. Works collaboratively with the director of Secondary Special Education to provide leadership and supervision of Secondary Special Education programs, services, curriculum, transition, and vocational services.
  2. Serves as an effective liaison and facilitator in sensitive and difficult situations involving special education issues and families or teams.
  3. Provides instructional leadership and technical expertise to special education staff members.
  4. Develops, reviews, and adjusts staffing assignments with the director.
  5. Facilitates and monitors special education professional development activities to meet district, state, and federal compliance requirements.
  6. Demonstrates a knowledge of school-based services, practices, and trends in the related services disciplines and special education.
  7. Demonstrates extensive knowledge of ethical practices and professional standards of all programs assigned within related services and special education.
  8. Demonstrates extensive knowledge of district, state, and federal special education policies, regulations, and/or laws.
  9. Assists the director in preparing program budgets, annual reports, public documents, and a variety of administrative reports including class size reports, projected enrollment, and district, state, and federal reports, using technology for record-keeping and research.
  10. Develops and executes plans to improve academic outcomes, for example secondary transition services and vocational services, for students with disabilities.
  11. Directly participates in collaborations with special education department chairs, high school special education teachers, guidance counselors, and CTE staff.
  12. Assists teams in meeting secondary transition IEP requirements, including postsecondary goals, age appropriate transition assessments, and transition services.
  13. Implements evidence-based practices and programs that create successful outcomes.
  14. Strengthens the district's transition and postsecondary procedures, assessments, supports, courses, curriculum, vocational, and continuum of services available to students.
  15. Creates a transition instructional guide to serve as a compass for schools and teams.
  16. Refines IEP procedures and postsecondary transition plan training and implementation.
  17. Expands community partnerships, both at the local level and state level.
  18. Develops, implements, and participates in transition committees.
  19. Assists in developing transition procedural guidance and the oversight and management of the department's transition website and Support Central site.
  20. Establishes and maintains effective working relationships with others.

Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
