CLASSIFICATION : Administration
WORK HOURS : 7.5 hours per day - 37.5 hours per work week
CONTRACT LENGTH : 237 days

Summary

To oversee and coordinate counseling activities and to implement program goals and objectives to include MLSS-SAT and McKinney-Vento. To develop, implement and evaluate the schools' and district library/media services. To provide highly responsible and complex staff assistance to the Associate Superintendent for Student Support Services.

Supervision Received and Exercised

Receives direction from Associate Superintendent for Student Support Services
Exercises direct supervision over professional, technical and clerical staff.

Essential Function Statements- Essential duties may include, but are not limited to, the following:

1. Oversee the development and implementation of a standards-based, developmentally appropriate, culturally relevant counseling curriculum.
2. Monitor counseling program compliance with laws, rules and regulations related to provision of counseling and related services in accordance with ASCA.
3. Organize and conduct on-going training in counseling services of district staff and provide technical support district wide.
4. Ensure all schools are adhering to the NMPED MLSS-SAT and 504 process.
5. Develop, implement and evaluate plans for a comprehensive, system-wide school library media program.
6. Coordinates in the development and implementation of in-service staff development for school library media staff and other school site personnel.
7. Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures
8. Select, train, and evaluate program personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
9. Perform on site monitoring and evaluation of programs and services, and prepare all required reporting documents as required.
10. Coordinate program activities within assigned program with appropriate stakeholders and customers, and with those of other divisions and outside agencies and organizations.
11. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of counseling and library/media services.
12. Implement and monitor McKinney Vento program in accordance with federal, state and local laws
13. Provide supervision and evaluation of social workers.

Qualification Requirements

Knowledge of:

Operational characteristics, services and activities of Student Support Services
Modern and complex principles and practices of program planning and preparation
Methods and techniques of program evaluation
Principles of school district budget preparation and control
Purchasing procedures and regulations applicable to school systems
Principles of supervision, training and performance evaluation
Pertinent federal, state and local laws, codes and regulations

Ability to:

Supervise, direct and coordinate the work of lower level staff
Select, supervise, train and evaluate staff
Interpret and explain district policies and procedures
Prepare clear and concise reports
Present information and facilitate workshops and in-services
Simultaneously manage several program projects
Communicate clearly and concisely, both orally and in writing
Establish and maintain effective working relationships with all those contacted in the course of work
Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities
Maintain physical condition appropriate to the performance of assigned duties and responsibilities

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Four years of elementary or secondary teaching and/or counseling experience. One year of administration and/or lead supervisory experience is desired.

Training:

Equivalent to a Master's degree from an accredited college or university with major course work in an education field.

License or Certificate:

Possession of, or ability to obtain, an Educational Administration license from the New Mexico Public Education Department
Additional preference: NM Counseling and Therapy Practice Board
