PART I - SUMMARY OF CLASSIFICATION

This class is accountable for planning and coordinating the recruitment and retention of certified and non-certified staff, and assisting in the planning and coordination of relevant in-service professional development training programs and working collaboratively with the District's Training, Education, Assessment, and Management (TEAM) coordinators.

Guidelines for Class Use: This is a responsible professional and administrative position reporting to the Director of Personnel and Talent Management and working collaborating with the Chief Academic Officer on in-service professional development training, and the District TEAM coordinators. It involves responsibility for the planning, development, and coordination of all facets of recruiting and retention of certified staff, and assisting in recruitment efforts of non-certified staff. The position is accountable for developing, implementing, and maintaining a minority recruiting and retention program to ensure cultural diversity in the hiring and promoting of teachers and administrators and other District staff. The position assists in the planning, development and scheduling of in-service professional development training programs that focus on certified staff and their career paths.

PART II - MINIMUM KNOWLEDGE, SKILLS AND ABILITIES

A. EDUCATION AND EXPERIENCE:

General Experience:
  1. Nine (9) years of professional experience in affirmative action, equal opportunity assurance or human resources management.

Special Experience:
  1. One (1) year of the General Experience must have been at the full advanced working level in talent management and/or human resources management.
Substitutions Allowed:
  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public or education administration, human resources management, labor relations, or a closely related field or a law degree may be substituted for one (1) additional year of the General Experience.
B. LICENSURES, CERTIFICATIONS AND OTHER REQUIREMENTS:
  1. Current 092 Intermediate Administration or Supervision Administrative Endorsement.
  2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
  3. Incumbents in this class may be required to travel.

PART III - POSITION SUPERVISES:

Directs talent management and other employees of a lower grade as assigned.

PART IV - ESSENTIAL FUNCTIONS

The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties.
  • Advises Director on affirmative action goals, initiatives and issues related to the talent management and professional development program;
  • Assists certified staff with applying for and/or renewing State certifications;
  • Assists in formulating program goals and objectives;
  • Assists in preparing and managing unit budget;
  • Assists in the drafting of revisions to policies and procedures;
  • Assists with the professional development components of the Teacher Evaluation and Administrator Evaluation Plans, works collaboratively with the District's TEAM coordinators, and the District Equity Leadership Team (DELT) to support the continuous improvement of all certified staff;
  • Attends meetings of the Board of Education as necessary;
  • Attends workshops and seminars in order to locate source material for in-service training;
  • Coordinates with professional organizations and community groups to increase minority interest and applications for District positions;
  • Coordinates, plans and manages unit activities;
  • Develops and implements a comprehensive strategic recruitment, outreach, and retention plan for the District;
  • Develops and implements a minority recruiting program to assist in maintaining cultural diversity in the hiring and promoting of teachers and administrators;
  • Develops and implements a minority teacher workplace adjustment and retention program;
  • Develops and implements school based focus for students in the teaching profession;
  • Develops or assists in development and implementation of District talent management and professional development policies and procedures;
  • Develops strategic affirmative action program and initiatives;
  • Directs staff and operations of the Talent Management and Professional Development unit;
  • Ensures compliance with Diversity Employment and Talent Management Plan;
  • Evaluates staff;
  • Formulates program goals and objectives;
  • Implements procedures to ensure internal and external compliance with federal and state laws, statutes, regulations and Executive Orders;
  • Informs employees of available training or educational opportunities that may aid in developing their capabilities;
  • Interprets, administers and ensures compliance with federal and state personnel, employment and equal opportunity laws, regulations, policies and procedures;
  • Keeps records of in-service training sessions;
  • Maintains contact with individuals both within and outside of unit who might impact on program activities;
  • Monitors effectiveness of policies and procedures;
  • Partners with administrative officials in strategic planning to ensure alignment of personnel and talent management activities with organizational goals and strategies;
  • Performs complex and sensitive professional-level work in the areas of recruitment, selection, classification, compensation, staff training and development, personnel policy development, and coaching and counseling management staff;
  • Performs complex professional-level work in the areas of recruitment and retention of minority certified staff;
  • Performs special projects, as assigned, by the Director;
  • Places students in schools for field study, observation, and student teaching;
  • Plans, organizes, coordinates and implements in-service training programs in collaboration with the Chief Academic Officer;
  • Posts all certified and non-certified administrative vacancies;
  • Prepares all paperwork for notification to the Board for all certified staff appointments;
  • Prepares and coordinates programs and job fairs for certified staff recruitment;
  • Proactively plans to address emerging District personnel and talent management needs including workforce planning;
  • Provides culturally responsive training and assistance for staff;
  • Provides guidance and assistance to the District in the recruitment and selection of all certified non-civil service staff;
  • Recommends hiring goals based on underutilization of protected group members in workforce;
  • Responsible for certification compliance issues for certified staff;
  • Serves as a member of the Professional Development and Evaluation Committee with the Chief Academic Officer;
  • Serves as liaison with minority recruiting print agencies, internet sites, schools, colleges, minority community groups, and professional organizations;
  • Uses multiple modes of communication to support the mission and goals of minority recruitment and retention;
  • Work to obtain grants for minority teacher recruitment and retention;
  • Performs related duties as required.
