Pittsburgh Public Schools employs over 4,000 individuals in various capacities to support the academic achievement and strength of character of the 25,000 students we serve. The Talent Management Team in the Human Resources Department is responsible for the recruiting and staffing functions of the organization, and is committed to attracting and retaining a high-performing diverse and talented workforce who holds high expectations for all students.

The Staffing Assistant will oversee substitute services, assist with recruitment, work with hiring managers, extend employment offers and process pre-employment documents. Additionally, the Staffing Assistant will support members of the Talent Management team in addition to the Plant Operations, Athletics, and Food Services departments in meeting the human capital needs of the District.

- Bachelors degree or equivalent work experience required; Degree in human resources, management, or business preferred.

- Ability to work collaboratively as a team player, under pressure with multiple competing deadlines, and with culturally, educationally, and racially diverse internal and external customers.

- Demonstrated proficiency in MS Excel, Access, PowerPoint, Outlook, and Word (Applicant Tracking Enterprise, Frontline, Munis, and PeopleSoft preferred).

- Ability to build, foster, and maintain strong relationships with candidates and new hires.

-Strong analytical skills and an aptitude for data.

- Demonstrated project management skills, attention to detail, organized and able to meet frequent and changing deadlines.

- Working knowledge of school system, human resource practices, federal and state employment laws and knowledge around Pennsylvania Department of Education certification requirements.

- Ability to exercise a high degree of confidentiality, professionalism, poise, tact and diplomacy to accomplish objectives.

- Ability to innovate, research and think creatively.

- A capacity to solve problems, to stay organized and manage multiple priorities.

- Excellent verbal and written communication skills.

Essential Job Functions

1. Implement the staffing and ensure a pipeline of substitutes and various positions within the Plant Operations, Food Services, and Athletics departments including, but not limited to, athletic coaches, concession stand student workers, custodians, food service workers, food service manager trainees, interns, light cleaners, supervisory aides, and temporary painters.

2. Ensure human resource practices are implemented in accordance with state and federal regulations, District protocols, and collective bargaining agreements when working with hiring managers and staffing substitutes.

3. Monitor permanent vacancies in accordance with Human Resources procedures to meet staffing needs.

4. Identify upcoming substitute needs by monitoring absences in the Frontline system and collaborating with the school-based Human Resources Staffing Representatives and Employee Relations team.

5. Assign substitutes into building substitute, day-to-day and full-time assignments.

6. Determine and extend employment offers to recommended candidates, ensuring both candidates and hiring managers have clear expectations throughout the hiring process.

7. Ensure all pre-employment documents (e.g. clearances, health appraisal, emergency permits, etc.) are reviewed and tracked appropriately for each assigned new hire.

8. Provide support to Human Resources Representatives in processing pre-employment documents for new hires.

9. Lead substitute recruitment events, initiatives, information sessions, orientations, and trainings.

10. Provide support to substitutes regarding orientation, training, operational procedures, and general inquiries.

11. Track the completion of orientation and training of newly hired substitutes and provide compensation information to the appropriate HR representative for coding.

12. Compile data from all District recruitment events and work with Human Resource Representatives regarding recruitment communication strategies.

13. Contribute to the selection process of all District vacancies by vetting applications, reviewing resumes, and conducting phone screenings.

14. Assist with researching applicant sources, job posting sites and other recruitment resources for locating diverse talent.

15. Assist with the posting of positions on the applicant tracking system, a variety of niche sites, and social media while developing a strong social media presence.

16. Assist with District New Employee Orientations as required.

17. Assist with the tracking and coding of substitute pay modifications and salary step adjustments.

18. Create employee Frontline accounts as required.

19. Handle all staffing inquiries in a responsive, customer-focused manner, providing a comprehensive first line of information and advice.

20.Manage and organize the communications sent and received from shared HR email and phone accounts.

21. Provide regular updates to the Director of Talent Management regarding progress towards goals and challenges to meeting goals.

22. Participate in departmental, team, and individual planning and goal- setting.

23. Communicate effectively and confidently at all levels, over the phone, face-to-face, and electronically.

24. Organize and maintain all systems; paper and electronic files.

25. Serve as a backup to generate ID badges in the absence of assigned Human Resources personnel.

26. Other relevant duties as assigned by supervisor in support of the Department of Human Resources goals and objectives and the Districts mission and strategic plan.
