Criteria for Initial Step Placement on the Schedule
Consideration for initial salary schedule step placement shall be determined based on the employee's education, experience, and technical abilities as related to the requirements of the specific position. Salary schedule step placement shall be made by the chief human resources officer after consultation with the chief accountability officer.

Advancement
All information technology employees will move incrementally over one salary schedule step every two years. Step advances are only made once a year effective September 1. To be eligible for such step advancement, an employee must have been in the position by January 31 of the previous school year.

PRIMARY PURPOSE:

Under general supervision, design, plan, implement, monitor, and manage District data network, voice, and cybersecurity infrastructures and operations to ensure secure and optimized connectivity for all District learning and business systems.

REPRESENTATIVE DUTIES:
The Network Engineer II performs a full range of network support tasks and participates in new installations, troubleshooting, and enhancements to existing wired and wireless networks, security, and VoIP systems. It is distinguished from the Network Engineer I by the performance of a broader range of duties and by greater technical knowledge and expertise which enable the incumbent to resolve problems of a recurring nature.

ESSENTIAL FUNCTIONS:

Provides research, analysis, design, and configuration recommendations for network infrastructures; serves as a technical professional in networking technologies. (E)

Installs, configures, and manages data and voice communication devices including multi-layer switches, wireless access points, routers, and firewalls. (E)

Troubleshoot, diagnose, and resolve network hardware, software, and other network system problems. Performs root cause analysis and participates in after-action reviews for continuous process improvements. (E)

Assists in maintaining hardware/solution lifecycles to ensure service availability and minimize user impact from equipment and service failures. (E)

Monitors network infrastructures; provides network performance tuning, optimization, and capacity planning reports and recommendations. (E)
Manage, program, and troubleshoot school building clock, intercom, and bell schedule systems and infrastructure in coordination with 3 rd party vendors. (E)

Creates and maintains infrastructure documentation detailing solution designs and configurations of all school and administrative campus networks and their inter-connection. (E)

Applies best-practices standards for network designs, configurations, security controls, and daily operations. Assists in the governance and compliance of network best practices; works with District technical staff to implement and manage appropriate security controls and best practices across all network infrastructures. (E)

Coordinates and oversees network infrastructure projects, both internal and 3 rd party vendors and contractors. Monitors compliance with project goals, scope of work and acceptable project deliverables. (E)

Cross-connects telephone lines and data networks. Moves dial tone and data connections to different parts of building and adds infrastructure wiring as needed to support projects and resolve problems. (E)

Provides job-based network training, coaching, and mentoring to Technology Operations and Support staff in all aspects of data communication technology, troubleshooting, and operational best practices. (E)

Maintains current knowledge of rules, regulations, legislation, emerging technologies, and procedures governing network technology. Performs system backups and disaster recovery operations as required. (E)

Measure, analyze, and implement security protocols for greater efficiency against cyber threats or malfunctions. Investigate and respond to security events and alerts. (E)

Serves as a member of the Technology Infrastructure & Operations team; performs related duties consistent with the scope and intent of the position as assigned. (E)

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in computer science or related field.
  • Four (4) years of experience in computer science or related field may be considered in lieu of Bachelor's degree.
  • Cisco Certified Network Associate (CCNA) or completion of equivalent training.

Equivalent work experience may substitute for the education requirement on a year-for-year basis.

PREFERRED QUALIFICATIONS:

  • BS in Computer Science, Engineering or Programming.
  • Three years of experience providing support for LAN and WAN environments.
  • Cisco Certified Network Professional - switching and routing or wireless.
  • Engineering Cisco Meraki Solutions (ECMS).

(Any equivalent combination of education, certifications, experience, and training that provides the required knowledge, skills, and abilities to perform the work will be considered, as determined by the District.)

Employment eligibility may include fingerprints, health (TB), and/or other employment clearance.
Must have a valid Washington State Driver's License and personal conveyance or evidence of equivalent mobility.

KNOWLEDGE, SKILLS AND ABILITIES:
Possesses required functional and technical knowledge and skills to perform job functions at a high level of accomplishment; demonstrates active interest and ability to enhance and apply new functional skills.

Knowledge of:

  • Local area networking, wide-area networking, and related enterprise network infrastructure designs and operations.
  • Layer 2 switching, switch stacks, STP, VLANs, VTP, LACP trunking.
  • Cisco Prime and Meraki wireless networking; 802.11x, RADIUS, wireless standards, and best practices.
  • TCP/IP protocol suite and interoperability within the OSI model, subnetting.
  • Enterprise edge and campus routing protocols multi-area OSPF, BGP, PIM (multicast), and QoS.
  • Cisco Catalyst IOS/IOS-XE, Cisco Nexus IOS (NS-OS), Cisco Meraki.
  • Layer 4 and next generation firewalls (NGFW) with IPS/IDS and SSL decryption, access control lists.
  • Voice over IP (VoIP), SIP trunks, direct call routing and unified communications fundamentals.
  • SNMP/Netflow infrastructure monitoring and management platforms such as Cisco Netflow, Solarwinds Orion, PRTG.
  • Data cabling specifications and application; fiber & copper cable and connector types, transceiver types, PoE.
  • Cybersecurity frameworks fundamentals: cybersecurity-related risks, management, and mitigation strategies.
