Budget Development, Analysis, and Reporting
  • Collaborate with internal as well as external clients to obtain necessary documentation and data for the budget book;
  • Conduct analysis and research to project Federal & State Revenues for the forward period budget, making necessary changes to projections as more current information is made available;
  • Conduct internal and external research and analyses for budget preparation;
  • Perform monthly budget revenue and expenditure variance analysis;
  • Provide support by creating reports, charts, graphs and analyses in preparing the Executive Summary and Comprehensive Annual Budget Book;
Financial Modeling, Accounting, and Audit
  • Assist with completing Month End Close, semi-monthly. Process and verify end of month roll forward;
  • Assist with preparation of needed monthly profit and loss reports and communications;
  • Assist with the development and maintenance of chart of accounts for financial planning and accounting;
  • Collect data and prepare end of year accrual reporting for grants;
  • Create financial models and ad-hoc financial reports in an effort to support financial and strategic decisions;
  • Create reports in the MUNIS system as needed;
  • Prepare end of year reports;
  • Prepare periodic expense reporting for programs;
  • Provide audit support during the audit process as needed;
  • Review and approve journal and budget transfers in MUNIS;
Grant Administration
  • Calculate adjustments in personnel and percent reallocations for grants;
  • Perform work in all areas of grants administration including (but not limited to) grant writing, revisions, fund management, asset management, system administration, accounting, revenue/expenditure reconciliation, reporting, and record-keeping;
  • Confirm timely reimbursement collection and periodic review of revenue receipts and recording in grant summary report;
  • Meet with grant bookkeepers, review and approve grant transfers and monthly reimbursement activity in the OMEGA and/or MUNIS (when necessary) system for accuracy and completeness. Report findings to supervisor;
  • Monitoring the appropriate closing of all grants to include the appropriate disposal/re-appropriation of any assets, material, and supplies as is allowable by the grants;
  • Performa Analysis and balancing of grant expenditure, remaining balance, and reconciliation with award documentation and SB/BOS approvals;
  • Prepare and submit necessary documentation to VDOE to establish new Single Sign-on for Web Systems (SWSS) user permissions and update existing user permissions;
  • Prepare and submit State and Federal reports as required;
  • Provide guidance and/or training to grant bookkeepers in regard to grant management and tasks in MUNIS;
  • Resolve reimbursement Electronic Data Interchange (EDI) discrepancies, collaborating with Accounts Payable (AP) to correct any reimbursement mis-post and/or research funding inquiries from AP;
  • Review grant award package for accuracy and completeness. Coordinate with grantors (state/fed) as required;
  • Support grant bookkeepers by providing analysis reporting during the beginning of the fiscal period;
  • 5 years of work experience with a complex organization, central experience preferred;
Knowledge / Skill / Abilities
  • Bachelor's degree in accounting/finance or equivalent required; CPA preferred;
  • Demonstrates in-depth knowledge of principles and practices of accounting (GAAP);
  • Experience with governmental funds and school/government work experience;
  • Proven knowledge of working with modern ERP systems;
  • Strong verbal and written communication skills;
  • Supervisory/leadership experience preferred;
Other Administrative/Support
  • Assist with policy analysis and development as needed;
  • Assist with school board packages and coordination with the school board clerk as needed;
  • Attend Committee Meetings (Audit and Finance, Local Finance Board, Employee Compensation, Leadership, etc.);
  • Ensure compliance with School Board policies and procedures regarding grants;
  • Maintain record keeping and financial files for all federal and state grants;
  • Support grant bookkeepers and finance staff with Microsoft Office functionality, particularly with Excel, PowerPoint, Visio, and Word;
  • Undertake research projects as assigned.
Salary Range Based on Experience

$65,677.00 to $137,416
