Assistant Director, Grants Development and Management
City Hall

Salary Range: $75,000-$95,000

GENERAL STATEMENT OF DUTIES:
Responsible for assisting the Director of Grants Development and Management to facilitate the documentation and execution of a comprehensive strategy for the administration of all pre and post grant interrelated processes, including those associated with The Foundation for Excellence in Bridgeport Public Schools.

Reporting to the Director, the Assistant Director's tasks will include, but are not limited to assistance with/responsibility for: searching, pitching, and distribution of applicable grant opportunities; collection and analysis of application and/or reporting materials; writing/co-writing and/or coordination of grant applications; completion of proposal and budget revisions; tracking, completing and submission of all programmatic reports; assistance with the review, approval, and acceptance of grants and contracts; monitoring of the establishment of budgets and confirmation of expenditures based on award guidelines; creation, execution and distribution of programmatic agreements; as needed, the creation, and distribution of internal financial reports; and interacting with school/department liaisons to provide exemplary customer service. To fulfill these responsibilities, the Assistant Director will regularly work with the Grants Development and Management team, the Finance Office, its overarching departments, staff district-wide, external donors, and other collaborators.

This role requires that the employee has competency in the areas of grant development and management, business operations and project coordination. In addition, the employee should have the demonstrable ability to work independently and as a team member to accomplish deadline-driven tasks.

RESPONSIBILITIES:
  1. Grants Development
    1. Opportunities
      1. Research funding opportunities for both current and proposed district-wide, school-specific, and collaborative projects.
      2. Disseminate funding opportunities to Foundation representatives, schools, departmental heads and/or individuals, and correspond with potential internal and external collaborators.
    2. Submissions
      1. Coordinate and/or attend meetings to discuss potential tasks and timelines for submitting proposals.
      2. Develop the narrative text of proposals through interviews with subject matter experts or the unilateral composition of the original content.
      3. Monitor proposal requirements, create, and use proposal templates, gather required elements, and complete proposal submissions.
  2. Grants Management
    1. Financial and programmatic management
      1. Coordinate the processing of all awards, inclusive of internal notifications and initiation of related procedures to ensure award compliance.
      2. Initiate and/or approve Formstack requests for programmatic expenditures for District, Foundation and Non-Public schools.
      3. Perform monthly, quarterly, and annual monitoring of programmatic goals and actions; identify and execute/request journal entries and budget transfers as needed.
    2. Reporting
      1. Develop and maintain a schedule for reporting on all grants and the close-out of funded programs.
      2. Compile, submit and/or confirm the submission of all required reports, financial records and other documentation for state, private and federal grants.
  3. Departmental and Systems Administration
    1. Assist with the relationship management to grant funding agencies, leadership, subcontractors, collaborators, Non-Public schools, board(s) of directors, internal departments, schools, and staff.
    2. Support the Director in writing, revising, creating and maintaining comprehensive grant management systems, repositories, manuals, policies, and procedures. Aid with required trainings and presentations as needed.
    3. Identify and/or troubleshoot grant-related financial and programmatic issues and work with Director to formulate resolutions.
    4. Aid in the development and implementation of communications strategies including websites, newsletters, social media and print media.
  4. Perform other duties as assigned, inclusive of special projects and ad hoc reporting.


MINIMUM QUALIFICATIONS

KNOWLEDGE, SKILL, AND ABILITIES:
  1. Practical understanding of state, private, and federal funder regulations.
  2. Exceptional, pre-award and post-award abilities, inclusive of grant writing.
  3. Outstanding attention to detail, plus the capability to read, understand, distill, and retain large volumes of information, handle confidential data, maintain records, analyze problems and provide accurate guidance to help resolve day-to-day and/or extraordinary issues.
  4. Flexible team member with excellent organization and time management skills, capacity to work under pressure in an environment where priorities change and compete.
  5. Excellent written and verbal communication, interpersonal and customer-serve skills with the ability to communicate complex concepts effectively to all levels of staff, and build relationships across multiple functions with donor representatives and partners.
  6. Self-starter with a strong work ethic and a track record of accomplishment while working under minimal supervision.

EXPERIENCE AND TRAINING:
  1. Master's Degree in Business Administration, Educational Leadership, or related field plus at least three (3) years of professionally responsible grant administration experience. OR Bachelor's Degree in Business Administration or a closely related field preferred plus five (5) years of professional business experience, prior experience at a municipality, non-profit organization, and/or institution of higher education strongly preferred. OR Ph.D. Degree and a keen interest in the grant administration field.
  2. Exceptional computer competency, including skills using various software products such as Microsoft Office 365 (Outlook, Excel, Word, PowerPoint, SharePoint, TEAMS). Creativity associated with different forms of digital communications including managing web content and social media applications.
  3. Knowledgeable in or the ability to quickly learn the use of automated accounting and/or enterprise resource planning (ERP) systems; MUNIS, highly preferred.
