Purpose of Position:

Under general supervision of the Director of Administrative Services, is responsible for training and coordinating work of the clerical staff in the Purchasing Unit. Participates in meetings with management staff to recommend, plan and implement new processes.

Essential Duties and Responsibilities:

  • Participating in hiring, evaluation and coaching staff.
  • Assessing training needs and providing training of staff as needed.
  • Assigning, adjusting, and coordinating workflow and staff work duties and schedules.
    Entering payroll reporting.
  • Participating in meetings with management staff to recommend, plan, and implement new purchasing programs and procedures.
  • Training District staff (schools and departments) and provide support related to appropriate purchasing/procurement procedures.
  • Updating information system/records related to equipment maintenance contracts.
  • Managing the District's Vendor File program.
  • Supporting prime vendor programs by working with schools/departments to address concerns, searching for methods to increase prime vendor program participation, and maintaining current/accurate databases.
  • Reviewing and process requisitions/purchase orders as assigned.
  • Following up with vendors on back orders and price discrepancies.
  • Processing returns and problem-solving receiving discrepancies.
  • Researching and resolving discrepancies between purchasing, receiving, and/or accounting.
  • Responding to questions/resolving problems regarding e-commerce applications.
  • Maintaining records related to purchasing, maintenance, contracts, leases and assets.
  • Receiving, checking in, verifying, and preparing library media materials for distribution.
  • Filing and maintaining accurate records according to established guidelines.
  • Providing support and advice to departments and schools regarding procurement issues.
  • Attending regular meetings and professional development sessions to discuss daily operational issues and recommend, plan, implement, and support new processes.
  • Performing other tasks as assigned.


Qualifications:

  • Progressive successful experience performing purchasing functions using integrated information systems and e-commerce applications. Progressive experience in Business or Accounting.
  • Experience with Microsoft Products (Excel, Word) and Google Documents. Skills testing will be used to assess knowledge and familiarity.
  • Lead/supervisory experience.
  • Experience using Financial Software or other automated materials management information systems.
  • Successful experience planning, organizing and implementing major changes & procurement processes within a large organization.
  • Demonstrate proficiency in all job functions within Purchasing Services.
  • Ability to lead, train and coach staff in a positive and successful manner.
  • Ability to schedule and coordinate staff efforts in Purchasing Services.
  • Experience and knowledge in the use of personal computers including e-commerce applications, inventory management, Microsoft Office Suite, e-mail and the ability to send/receive documents electronically, internet searching capability, and other related technology.
  • Proven productive keyboarding skills.
  • Knowledge of basic mathematical concepts.
  • Experience working with prime vendor purchasing programs and public sector purchasing programs.
  • Experience and knowledge of purchasing processes utilizing integrated purchasing/financial information systems.
  • Ability to interpret requisitions, purchase orders, packing slips, and invoices.
  • Ability to read, follow direction, maintain accurate records, and pay close attention to detail.
  • Ability to communicate/relate effectively, efficiently, tactfully, and positively with individuals with diverse backgrounds, skills and abilities.
  • Ability to adapt to a changing environment, technology, methods, and workflow, and exhibit positive communication skills related to these changes.
  • Ability to cope with problem solving and interruptions.
  • Ability to work independently under stressful conditions handling multiple tasks and taking direction from multiple sources.
  • Ability to provide proven consistent and excellent customer service skills.

Physical and Sensory Requirements:

  • Tasks involve the ability to exert moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and lifting, carrying, pushing and pulling objects and materials of moderate weight, twenty to fifty pounds.
  • Ability to operate a variety of office equipment (personal computer, phone, fax, copier).
  • Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions.
  • Able to move/lift 50lbs of materials, when needed.

  • Ability to work under general safe and comfortable conditions where exposure to environmental factors is minimal and poses little to no risk of injury.
