Main Purpose of Job

To provide direct leadership and specialized technical assistance in the development, planning, implementation/service delivery, and administration of Behavioral Health Services, which contributes to the Division's goal of promoting independence and employment of individuals with disabilities. Evaluates program effectiveness, determines program needs and recommends plans for program enhancements and policy updates. The position will supervise, direct, train and evaluate the staff of the Behavioral Health Services Department to ensure the achievement of the department's program goals and outcome measures for services provided to consumers, and other required measures, in compliance with WIOA, state and federal laws, COMAR and Center/Agency policies in providing Behavioral Health Services to eligible individuals with disabilities in support of program objectives of the Division of Rehabilitation Services (DORS) and the Workforce & Technology Center (WTC).

POSITION DUTIES

Manage, coordinate and monitor the WTC Behavioral Health Services for DORS/WTC. Develop, research, implement, revise, and evaluate, as necessary, program policies and structure in order to ensure program effectiveness, determine program needs and recommend plans for advancing program objectives. Manage contract-related services including the urinalysis screening contract and the psychiatric services contract as needed. Serve as a resource and provide technical assistance, training and education to DORS leadership and staff on the awareness and understanding of behavioral health issues; and interpretation of clinical assessments, screenings, reports, and recommendations. Provide fiscal management/oversight of related budgetary operations. Supervise and provide general direction over the technical, professional, and clerical employees assigned to the WTC Behavioral Health Services department. Conduct monthly staff meetings, run service and outcome queries, maintain departmental statistics, and conduct Performance Evaluation Programs (PEP's). Coordinate the administration of and provide behavioral health assessments and screenings such as alcohol and drug addictions, behavioral addictions, and mental health. Provide brief counseling and education via tele counseling and/or in-person for consumers referred to the WTC. Facilitate psychoeducational support or awareness group meetings related to behavioral health issues. Assist with or conduct prevention education for WTC Training consumers via distance learning and/or in-person. Create interventions and provide technical assistance based on assessment or counseling outcomes. Assist with the coordinating care with community service providers through communications, sharing of progress reports, and/or referrals. Lead and/or attend team meetings to discuss issues related to behavioral health issues and concerns. Co-lead the Center Services Team review meetings for new referrals in collaboration with the Center Counseling Supervisor. Serve as the liaison between DORS and community programs, and other state agencies. Represent DORS/WTC at community meetings related to Behavioral Health Services. Plan and facilitate awareness trainings to support overall behavioral health for DORS and its partners; and provide specialized staff training and consultation regarding addictions and behavioral health information and services. Research and select empirically supported assessments and screenings for the provision of behavioral health assessments and/or counseling for consumers utilizing this support. Develop and maintain a DORS Counselor's Guide to Substance Abuse. Research, write, and recommend behavioral health-related best practices. Provide consultation for Agency policies and procedures. Participate in staff development, special assignments and program activities required to maintain and improve professional skills for licensure and supervising interns.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Professional Counselor (LCPC).

Experience: Three years of experience providing professional counseling to clients with mental health disorders by using assessment, evaluation, intervention, rehabilitation and treatment regimens.

Note: 1. These requirements are established by the Maryland State Board of Professional Counselors and Therapists. The Department of Budget and Management, Office of Personnel Services and Benefits does not have the authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Mental or Behavioral Health Counseling classifications or Mental or Behavioral Health Nursing and Specialist specialty codes in the counseling field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Training/licensure/credentialing in providing Addictions Counseling services
  • Professional experience providing leadership and program development
  • Professional experience planning and providing training activities and presentations
  • Experience with supervision of staff
  • Bilingual skills including American Sign Language (ASL)


LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.05, candidates placed in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Professional Counselor (LCPC)

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Applicants must consent to State Police Investigation (fingerprinting) as a routine procedure for all employees in this classification.
