SUMMARY Under minimal supervision, serves as a bridge between parents, students, community members, and Minneapolis Public Schools (MPS) as well as supporting operations staff in staff recruitment, orientation, training, and ongoing professional development. Focused on engaging, supporting, and empowering parents and staff of color, to increase and improve department communication and cultural understanding, resolve concerns and increase engagement of parents and community members in the district and department initiatives and programs; build long-term relationships with diverse families resulting in more parent involvement and student success.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Develops and enhances meaningful and authentic engagement, involvement, and leadership for department and district initiatives with parents, community members, and staff.
  • Utilizes culturally and linguistically competent/relevant and respectful approaches at all levels of service and in all interactions.
  • Develops relationships with community partners to provide information about District projects and strategize opportunities for collaboration.
  • Assist in planning, organizing, and conducting community and stakeholder engagement initiatives for major operational improvements in Transportation Services, Capital Planning, Construction, Emergency Management, and Culinary Services.
  • Assists with the planning, developing, and presenting programs and services; assists with implementing training and testing programs.
  • Bridges communication gaps and cultural understanding between the department, staff, school, students, and families;
  • Serves as an advisor to the Senior Officer and Executive Directors by triaging community issues/concerns from the community.
  • Acts as a resource for staff when working with families , students, and community members from other cultures.
  • Translates and communicates department documents as needed and interprets them during meetings.
  • Hosts information tables at conferences, fairs, and other community events to share information about the District and distributes materials.
  • Integrates multicultural marketing campaign strategies into outreach messaging for projects, initiatives, and staff recruitment.
  • Participates in community coalitions, collaborative meetings, and other multidisciplinary, multisector partnerships of relevance to MPS.
  • Works closely with Community and Family Liaisons to help establish and maintain adequate community partnerships to facilitate the integration of cultural families with the District.
  • Participates in a variety of meetings, workshops, and committees for the purpose of conveying and/or gathering information required to perform functions and remain knowledgeable with program guidelines.
  • Prepares a variety of documents, reports, and written materials as necessary.
  • Measures effectiveness through data analysis.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records, and MPS information.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Bachelor's degree in communications, business, public relations, cultural studies or a closely related field, AND two (2) years of demonstrated experience in community engagement experience specifically in communities of color; AND native speaker with proficiency in professional writing and reading in one of the following languages: English, Spanish, Hmong, Somali; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:

  • Applicable policies, procedures, and regulations covering specific areas of assignment.
  • Principles and practices of public relations, training and development, marketing, recruitment strategies, and public communications.
  • Knowledge of working in a diverse setting; specifically, within the Latino, Hmong, Somali, and African American communities.
  • Cultural competency.
  • MPS policies, processes, and procedures.
  • Customer service principles, protocols, and methods that include responding professionally, effectively, and efficiently to customer service requests.
  • Local community resources and regional community services programs.
  • Principles of office management, record keeping, and records management.
Skill in:

  • Providing effective customer service and dealing tactfully and courteously with the public.
  • Gathering and compiling data, and reporting findings.
  • Operating a personal computer utilizing standard and specialized software.
  • Establishing and maintaining cooperative working relationships with co-workers and clients.
  • Effective verbal and written communication.
  • Understanding and maintaining the highest level of confidentiality.

LICENSE AND CERTIFICATION REQUIREMENTS A valid Minnesota State Driver's License may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.

Final candidates may be invited to interview with a committee. Final appointment to this position will be contingent upon passing a criminal background check.
