Essential Functions and Objectives:

O perational responsibility for managing and coordinating the full life cycle administration of a program within one or more functional areas. Facilitates leadership decision-making for program priorities, district support structures and resource allocation. Administers the execution, maintenance, projects' implementation, change management, and cross-functional alignment of workstreams; ensures program and district compliance with relevant industry, state and federal regulations.

Responsible for leading the Unified Improvement Planning (UIP) process implementation at the district and school support levels, including policy leadership, change management, continuous improvement, and progress monitoring of process and content. Ensures alignment to district priorities and CDE requirements across UIP and internal improvement planning structures collaborates cross-functionally, develops and implements professional learning, communications, and ongoing evaluation of the UIP support, implementation, and feedback processes.

- Researches, strategizes and defines program architecture, projects, priorities, activities and operational procedures to continually draw incremental benefits of the program, in alignment with governance requirements and the overall program goals and objectives.

- Remains knowledgeable of, plans for, communicates and coordinates regulatory compliance activities with school and other support services departments.

- Directs, administers, and evaluates program operations, policies and procedures relevant to the lifecycle of the program.

- Ensures effectiveness and demonstrates outcomes beyond program establishment.

- Coordinates and tracks program expenditures and adjusts project activities, specifications, proposals, contracts and schedules to meet overall program objectives within budget.

- Project management: sets and monitors new program priorities, including: objectives, benefits, key deliverables and resources.

- Manages long and short term work plans and schedules to track progress.

- Ensures milestones are attained; identifies, analyzes and mitigates project risks, solving for project 'roadblocks'; assesses outcomes and lessons learned; provides timely and accurate project deliverables.

- Establishes and cultivates relationships with key internal and external stakeholders. - Develops comprehensive communications strategies conveying information to ensure appropriate input and agreement to key decisions and program direction.

- Leads change initiatives.

- Works closely with and influences project team members, provides mentorship and catalyzes strong collaboration among all resources involved.

- Provide guidance and support to district leadership, network staff, and school leadership regarding the development and submission of Unified Improvement Plans (UIPs) which meet high quality criteria standards.

- Manages long- and short-term work plans and schedules to track progress; ensures milestones are attained; identifies, analyzes and mitigates project risks; assesses outcomes and lessons learned; provides timely and accurate project deliverables.

- Supports the building of District and school capacity around local, state, and federal accountability measures through direct collaboration with other district departments and the CO Department of Education (CDE) to understand and fulfill state and federal accountability requirements (Accountability Clock, School Reviews, School Performance Framework ratings, etc.).

- Establishes and cultivates relationships with key internal and external stakeholders; develops comprehensive communication strategies, conveying information to ensure appropriate input and agreement to key decisions and program direction.

- Leads change initiatives; works closely with and influences project team members, provides mentorship and catalyzes strong collaboration among all involved stakeholders.

- Designs, leads and supports school UIP quality improvement efforts including 1) the creation of reference and training materials/resources; 2) the leadership of a team of UIP Reviewers to provide comprehensive feedback to schools on their UIPs; and 3) the support of school leaders with 1:1 meetings and facilitated school improvement workshops.

- Develops and presents a variety of dynamic training and staff development sessions for district and school leadership to inform school improvement and district policies and practices. This includes informing schools' use of the School Performance Framework (SPF) and UIP to inform school performance and planning.

- Management and support of the following accountability systems, including but not limited to: District and School UIP submissions including all CDE requirements, ESSA compliance through UIP and federal progress monitoring, and alignment to schools' Strategic Support Plans (SSPs).

- Coordinates the submission of Unified Improvement Plans (UIPs) with district, network, and school leadership through online system management, adherence to state and federal requirements, collaborating with the CDE, and the development of an annual UIP calendar/cycle.

- Collects and analyzes qualitative and quantitative data on program efficacy, assessments, resources and professional learning to improve strategy.

- Collection of school UIP data to assess trends, develop reports, and to inform accountability-related policy decisions across the district.

Knowledge, Experience & Other Qualifications:

- Three (3) or more years of experience in School Leadership and Improvement Planning, required.

- Knowledge of program management best practices.

- Work style that yields high results when working independently or as part of a team.

- Ability to foster effective relationships with district staff, schools, and external partners.

- Ability to prioritize multiple projects.

- Ability to develop, plan, and implement short- and long-range goals, establish priorities, and organize resources.

- Ability to multi-task without compromising integrity or fidelity Required Experience and proficiency with Google Suite.

- Effectively handle multiple demands and competing deadlines.

- Inspired, visionary who can foster/generate excitement, buy-in and understanding with colleagues and employees outside of the team.

- High degree of integrity in handling confidential information .

Education Requirements:

- Bachelor's Degree required.

- Master's Degree, preferred.
