  • DEFINITION: As a key member of the Superintendent's District Leadership Team, the Chief Human Resources and Organizational Development Officer is responsible for the management of the district's human capital to strategically meet the mission, vision and goals of the district. Performs leadership, management, administrative and professional work in the development and execution of a strategic organizational development (OD) program for the Sunnyside Unified School District that enables the system to excel in achieving strategic goals. Develops and implements system-wide organizational effectiveness strategies.

    ESSENTIAL FUNCTIONS:

    TASKS:
    • Plan and provide organizational development strategy, direction and advice to District Leadership Team and implement plans district wide.
    • Design, develop, implement and evaluate organizational development strategies that facilitate the alignment and integration of people, processes and technology, strategy and vision, leadership and staff and system-wide strategic goals and culture.
    • Develop and implement programs and procedures to improve District efficiency, effectiveness and economy in all activities and functions.
    • Counsel with all employees (staff and management) and provides advice and/or recommendations on personnel related issues, concerns and disciplinary measures.
    • Investigate and resolve major administration, operational and management problems relating to Departmental policy.
    • Primary lead to consult with legal counsel on multitude of personnel and District related matters.
    • Coordinate with and provide supporting services to District departments and schools.
    • Lead administrative, certificated and classified employment for the district including recruitment, selection, affirmative action, assignment, transfer, promotion and termination of all school personnel.
    • Lead the creation and implementation of the employee benefits and health and wellness initiatives.
    • Lead the Risk Management, Worker's Compensation and Accommodation areas of the District to ensure appropriate employee representation for all Worker's Rights as outlined by Federal, State and District mandates.
    • Serve as the District investigator on EEOC cases.
    • Collaborate with Superintendent, District Leadership Team, principals and department directors regarding employee discipline and termination.
    • Implement creative and innovative methods of talent acquisition and retention and performance measuring systems.
    • Lead leadership talent development processes.
    • Align leadership talent development initiatives with District goals and initiatives.
    • Finalize personnel recommendations for submission to the Governing Board.
    • Lead meet and confer with administration, certified and classified employee groups through the Interest Based Bargaining (IBB) process.
    • Create, implement and manage Employee Relations concepts, protocol and culture.
    • Direct and participate in a variety of public information programs to acquaint the public with District functions and activities.
    • Develop implementation strategies for communication, coaching, training, accountability and resistance management in an effort to ensure successful, well-received changes and public information dissemination will occur.
    • Identify and address issues that affect the overall health of the organization, including morale, effectiveness, productivity, turnover and presenteeism/absenteeism.
    • Serve as a liaison to outside agencies, consultants and institutions relating to personnel, employee relations, organizational development and public information issues.
    • Advise administration on organizational and employee development needs and workforce performance improvement programs.
    • Serve as a change agent for support of District goals, create and implement creative strategies for leading and managing change.
    • Finalize reports as required by the Governing Board, Superintendent, District Leadership Team, state and federal departments.
    • Administer the Organizational Development departmental budget.
    • Performs related work as required.

    KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
    Knowledge of administrative and management in the public sector and within a comprehensive school system.
    Knowledge of the organizational, functional and budgetary requirements of a school district.
    Knowledge of personnel, information systems and financial management.
    Knowledge of the basic principles of communication, public information dissemination and change management.
    Knowledge of modern principles, practices and techniques of personnel management, administration and organization.
    Knowledge of the principles and practices of public administration.
    Knowledge of Federal and State Human Resource, risk management and health insurance related laws and regulations
    Skill in the administration and management of a complex Human Resource system.
    Skill in the development of policies, goals, objectives and plans for the continued development of a school district.
    Skill in facilitating solutions to district and departmental problems.
    Ability to establish and maintain effective working relations with associate personnel, Leadership Team, Superintendent, Governing Board, Federal, State and local agencies, other district jurisdictions and the general public.
    Ability to communicate clearly and concisely, both orally and in writing.
    Ability to exercise initiative, judgement, tact and diplomacy in a variety of situations.
    Ability to analyze, interpret and report research findings and make appropriate recommendations to management level personnel.
    Ability to make independent and discretionary judgements on personnel matters within policy guidelines.
    Ability to prioritize and handle multiple tasks simultaneously.

    PHYSICAL REQUIREMENTS:
    Work is performed in an indoor environment. Work requires frequent sitting, standing, bending, repetitive motion, vision to monitor and lifting up to 15 pounds.

    MINIMUM QUALIFICATIONS:
    Master's Degree in and/or advanced degree in business administration
    Five (5) years' progressive experience in senior human resources management
    Eight (8) years' supervisory experience

    PREFERRED QUALIFICATIONS:
    SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP)

    Salary Grade: Admin Grade 15; $99,082 DOE FTE: 1.0Days: 260 Start Date: 2022/2023 School Year
