Primary Function: To coordinate, under the leadership of the Superintendent, the overall financial and support operations of the school system, including development and maintenance of annual budget and long-range financial projections.

  1.  Prepares long-and short-term goals for area of responsibility.
  2.  Transmits required state and federal reports in a timely manner.
  3.  Keeps abreast of changes in governmental accounting.  
  4.  Provides overall leadership and direction to the Finance/Business Services Division.
  5.  Keeps abreast of and informs the superintendent of changes in rules and regulations of the Georgia Board of Education and state and federal laws concerning area of responsibility.  
  6.  Keeps abreast of and informs the superintendent of current trends and developments concerning area of responsibility.  
  7.  Represents the Superintendent in relations with public groups in regard to various aspects of the business operations.
  8.  Represents the Superintendent with various state and federal legislative committees in matters related to school district functions.
  9. Develops goals and objectives for Financial/Business Services Division.
  10. Develops and implements appropriate in-service training programs for all staff on financial and/or accounting matters.
  11. Monitors compliance with policies and laws concerning area of responsibility.
  12. Develops the procedures for formulation of school system budgets. Arranges and ensures effective and appropriate internal and external fiscal auditing procedures for the district.
  13. Compiles necessary statistical data for preparation of the annual school system budget and directs the development of school system budgets. 
  14. Prepares, monitors and administers the approved budgets during the fiscal year.
  15. Reports major deviations from the approved budget to the superintendent and acts as advisor to the superintendent on school budget and all business financial questions.
  16.  Coordinates the periodic revisions of the budget.
  17.  Directs the reporting of financial services’ data to all appropriate users.  Attends all regular board meetings and submits monthly financial report to the Board.
  18.  Represents the Superintendent in acquisition, purchase, lease, or rental of all properties.
  19. Manages the advertisement, sale investment, expenditure and repayment of all approved certificates of indebtedness, general obligations and revenue bonds.
  20. Directs the auditing of school district’s assets, including operational audits. 
  21. Directs the processing, reporting and distribution of payroll.
  22. Directs the property control system of all school assets and maintains a current inventory of school property.
  23. Supervises the collection, safekeeping, and distribution of all funds.
  24. Directs the application of proper financial procedures for local schools and central office personnel.
  25. Manages the cash accounts and investment of the district.
  26. Encourages and facilitates communications among divisions, departments and schools.
  27. Balances and closes financial periods and adds new funds and accounts.
  28. Maintains documentation and posts all budget transfers and adjustments.
  29. Completes and files required IRS reports.
  30. Reconciles bank statements in a timely manner.
  31. Processes and deposits all funds received from federal, state, and local sources.
  32. Verifies purchase orders with the budget and assigns numbers to all purchase orders.
  33. Works with schools and other personnel to ensure proper purchasing procedures are followed.
  34. Other duties as assigned.
