SUMMARY DESCRIPTION

Under general direction, within a framework of established independence and discretion, manages the operation of the WCSD Transportation Training Division; supervises, trains, evaluates and coordinates activities of transportation training staff performing behind the wheel driving instruction, classroom instruction and evaluation activities. Incumbent performs related duties as required. This position supervises, Transportation Classroom Instructors, and Transportation Behind-the-Wheel Instructors.

This position is focused on developing policies and procedures for the Training Division and by the manager's role as liaison with other user agencies and government entities on transportation training issues. It is also responsible for supervising transportation training staff and the daily operations of the Transportation Training Division. Duties also include maintaining transportation records, schedules, recruiting new employees, updating/communicating training curriculum, including federal and state transportation regulations, and tracking staffing/hiring metrics.

EXEMPLARY DUTIES/RESPONSIBILITIES
  • Directly organizes and plans the productivity of the Transportation Training Division.
  • Supervises and evaluates the work of Training Division staff.
  • Assists in development of ongoing fiscal plans and annual budget for the Training Division.
  • Acts as liaison between user agencies, affiliated agencies, and other local, state, and federal agencies with matters related to pupil transportation training.
  • Maintains knowledge of ongoing technical and legal developments.
  • Meets with representatives of local, state, and federal governments to assure the division's ability to meet current and future needs.
  • Ensures compliance with applicable laws concerning pupil transportation, driver training, and other areas relating to pupil transportation and commercial driver development.

  • Prepares metric driven training and driver performance reports and indicators.
  • Develops, audits, revises instructional materials and training procedures.
  • Develops, implements training, evaluation reporting and system data for the division and department.
  • Assists in rewriting the driver's handbook, educates and trains Transportation Training Staff and assistive transportation personnel to use the technology systems provided by Transportation such as Incident Tracker, E-Link, Versatrans, TripTracker, Synovia, and Mircosoft Word, Excel, SharePoint and PowerPoint.
  • Interviews and evaluates prospective training employees
  • Makes recommendations concerning personnel activities such as hiring, promotion, disciplinary measures and dismissal.
  • Attends hiring events, advertising, recruiting to hire School Bus Drivers and Pupil Transportation Assistants utilizing all available tools to maintain a steady applicant pool
  • Maintains impeccable follow-through on all potential leads for hire.
  • Completes all required steps when hiring all employees including all hiring paperwork submitted to the necessary Departments for processing in the required timelines.
  • Oversees and coordinates work related problems, assists staff in solving work problems, and provides counseling and technical guidance to subordinates.
  • Ensures continuous training of all training personnel consistent with departmental standards, safety, procedures, and improved techniques and materials.
  • Performs annual and probationary employee evaluations utilizing the District's Professional Growth System.
  • Evaluates, prioritizes and assigns daily work to the Training Division Staff as needed.
  • Maintains Training Division administrative, operational and personnel records, as well as local, state, and federal reports
  • Reads and interprets district policies and procedures.
  • Verifies training staff's regular time, overtime, and employment leaves.
  • Develops and maintains excellent working relationships with all Transportation divisions.
  • Ensures training staff provide new and continuous driving and safety training and periodic driving performance evaluations.
  • Conducts safety meetings, periodically reviews and updates safety regulations.
  • Prepare memorandums to drivers concerning pupil transportation safety.
  • Conducts needs analysis to determine training requirements for new and current employees, designs training programs to fill those needs.
  • Monitors, updates driver compliance with all state and federal regulations.
  • Continuous counseling, coaching, educating of training staff on driver instruction, evaluations, student management, and proper completion of paperwork.
  • Tracks and reviews accident data and determines effective training strategies to reduce accidents.
  • Tracks and regularly reports on vacant allocations, separations, and trainee statuses.
  • Performs routine office and clerical activities such as answering telephones and maintaining filing system when necessary.
  • Oversees and ensures Bus Safety program is provided for and implemented in all district Elementary schools for grades Kindergarten through Third grade as required by the Nevada State Department of Education - Transportation Division.
  • Drives school bus routes as necessary.
  • Other duties as assigned.

EMPLOYMENT STANDARDS

Education/Experience: Any combination equivalent to education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and experience would be:
  1. Equivalent to an Associate's degree from an accredited college with major course work in human resources, business administration or related training field;

AND
  1. Four (4) years of progressive experience in a management capacity in an operations business environment. Experience in a pupil transportation, human resources, or a dedicated training environment using automated media systems - both verbal and written preferred.

Preferred Qualifications:
  1. Equivalent to a Bachelor's degree from an accredited college with major course work in human resources, business administration or related training field;

AND
  1. Two (2) years of progressive experience in a management capacity in an operations business environment. Experience in a pupil transportation, human resources, or a dedicated training environment using automated media systems - both verbal and written preferred.

Knowledge of: Reading, writing, and basic math; state and local laws, regulations, rules and practices of school bus operations, including defensive driving and emergency procedures; passenger behavior management techniques; Nevada Motor Vehicle Code; applicable and current safety standards and procedures; use and function of safety and mechanical systems and equipment; instruction and evaluation techniques. Computer systems and technology; Policies and procedures governing passenger transportation; principles and practices of supervisory management.

Skill at: Applying, teaching and/or evaluating defensive driving principles and safety practices; establishing and maintaining working relationships with those contacted in the course of performing assigned duties; communicating effectively, verbally and in writing; following oral and written instructions; supervising, training, and evaluating others; dealing appropriately with confidential data. Ability to successfully interact with a variety of employees, supervisors, district personnel and the general public in a professional and congenial manner. Using computer programs and technology to generate reports and develop driver training and evaluations data. Scheduling, preparing, and interpreting reports in a timely manner. Staff supervision.

Licenses/Certificates: Possession of or ability to obtain a Nevada Commercial Driver's License Class B, with a passenger endorsement and school bus endorsement; in addition to a CPR/First Aid certification.

Salary Range: $51, 132 - $78, 810

Salaries are subject to adjustment and may increase and decrease each fiscal year. New employees hired by the Washoe County School District are normally placed on the entry step of the grade of the position.

Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
