The CPS Community Schools Initiative (CSI) Grants Manager will be responsible for the successful fiscal management and reporting of the CSI 21st Century Community Learning Centers (21st CCLC), Full Service Community Schools (FSCS) and Sustainable Community School grants (SCS), a total of over $25 million in funding. This position will report to the Community Schools Initiative (CSI) Manager in the Office of College and Career Success, and will provide leadership to direct reports including the Grant Financial Specialist and the CSI Compliance Coordinator. The Grants Manager will be responsible for ensuring the accurate and efficient execution of all business support functions, including budgeting, purchasing, school and partner spend, board reports, and business process development and improvement, as well as grant related compliance and monitoring by the Illinois State Board of Education and Department of Education. This position will work closely with the CSI team and lead partner agencies in over 100 schools to ensure that effective budget and compliance management tools and practices are in place and ensure strict adherence to each grant.

The Grants Manager will be held accountable for the following responsibilities:
- Collaborate with CSI staff and central office units (ex: Office of Management and Budget, Grants Management, General Revenue and Procurement, and Internal Audit) to drive the development and ongoing review and monitoring of the Community Schools Initiative's budget
- Monitor and coordinate all phases of grants from award through close-out, including compliance, reporting, and compliance with approved budgets
- Drive completion and reporting of annual grant submissions, amendments, compliance and monitoring visits and end of year reporting to ISBE and other funding agencies
- Assist CSI Manager in monitoring/assessing the productivity of internal processes, refining for improvements, and establishing ways to maximize training and development to CSI staff, schools and partners
- Develop and manage project planning tools, processes, and structures to support high-quality and consistent implementation standards with respect to all CSI programs
- Design and coordinate the preparation and ongoing review of policies, procedures, training materials and other communication tools to ensure departments meet compliance requirements
- Regularly analyze program effectiveness and drive toward process improvements and fiscal integrity
- Ensure accurate execution of department purchasing processes, and monitor and assess processes for efficiency improvements
- Provide support and direction for all CSI board reports, bid and CPOR requests; work closely with CSI Manager and Procurement, Law, Management & Budget, OBD and the Board office to ensure successful and timely completion and approval
- Supervise all CSI School-level spending and assist in the management of all financial transactions to ensure all funds are spent in accordance with grant guidelines
- Train partners and supported school staff on all grant guidelines and compliance expectations; ensure fiscal integrity by monitoring all spending
- Manage and supervise budgetary activities (ex: spending plans, purchasing, payroll, reimbursements, etc.) for all CSI Funding
- Establish strong relationships with all funders and provide timely response to requests for information
- Provide program oversight to ensure compliance with grant requirements
- Develop systems to maintain program records and monitoring documents; maintain accurate program records
- Assists with the development, maintenance and tracking of various grants
- Provide leadership, guidance, and performance management to assigned direct reports
In order to be successful and achieve the above responsibilities, the Grants Manager must possess the following qualifications:
Education Required:
- Bachelor's degree from an accredited college or university
- Master's degree preferred
Experience Required:
- Minimum of five (5) years of relevant professional experience, including the administration/management of budgets and procurement processes, is required
- Experience in a supervisory position managing a team of employees is preferred
Knowledge, Skills, and Abilities:
- Exceptional communication skills (speaking - including presentations - listening, and writing); capable of communicating with multiple levels of management and addressing challenges in a constructive manner
- Ability to build collaborative, trusting relationships with a variety of constituent groups and stakeholders, including at the school or central office level and with external business or community partners, to ensure the entire system operates in the most effective manner possible to support schools and principals
- Self-starter with the ability to conduct multiple projects concurrently, both independently and as a member of a collaborative team
- Ability and willingness to learn and quickly adapt amidst new and shifting priorities
- Effective strategic planning capabilities, including the ability to establish long-term vision and goals, and align/manage activities toward goal fulfillment
- Strong leadership and team building skills, e.g. ability to develop high performing teams united around a clear vision for serving schools and achieving student success
- Knowledge of operations, budget/finance, management and organizational development
- Ability to define problems, analyze data, and outline valid conclusions and action steps
- Advanced proficiency with Microsoft Office, specifically Excel, PowerPoint, Word
- Strong knowledge of Oracle and other CPS databases, or ability to learn these quickly.
Conditions of Employment
As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
- Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district.
- Be Fully Vaccinated or Submit to Weekly COVID-19 Testing - Employees are required to be fully vaccinated within 30 days of their hire date. Full vaccination is defined as at least two weeks after your second shot of a two-shot vaccination course, or at least two weeks after a one-shot vaccination course. Unvaccinated staff must submit to weekly testing.
