General Statement of Duties

Closing Date: This position closes on Tuesday, May 31, 2022.
Performs casework duties under general supervision for the Child Protective Services team; does related work as required.

Essential Duties

The essential duties of this position include, but are not limited to: conduct child abuse and neglect investigations and family assessments in accordance with state laws and policies by conducting interviews in the field and by phone; complete immediate and ongoing safety assessments and safety plans while also assessing risk of future abuse/neglect and putting services in place to mitigate those risk factors; work within family and community systems to ensure child safety, permanency and well-being; keep accurate case records; work closely with law enforcement, the Commonwealth's Attorney's office, hospitals, the Henrico Child Advocacy Center and other professionals in the multi-disciplinary team process of investigating and reviewing child abuse/neglect cases; testify in district and circuit courts in both civil and criminal proceedings and prepare written reports for the Court; as needed, complete foster care prevention assessments. This position will regularly coordinate and participate in family partnership meetings with families and other professionals to assist in the safety, service and placement planning for children and families.
Complete timely and accurate case documentation and case records in accordance with State and local policies and procedures, including data entry in the state-automated systems and/or local-automated systems; the position will require the use of flex dictation and other Technology to facilitate timely case documentation.
Participate in community, agency, division and unit meetings and on committees and task forces as there is a need for representation from the agency or unit; provide training and education to community groups through public speaking engagements; provide other supportive job functions, such as group facilitation; participate in family partnership meetings and other case-related activities as needed.
Provide rotating coverage for Child Protective Services (CPS) and other child welfare programs on-call being available in a timely fashion by phone and in-person to respond to reports after hours, on holidays and on weekends as is mandated in State law and policy and local policy and procedures.
Mandated participation on a Henrico County Shelter Team with assignments as designated by the Emergency Operations Center and agency leadership staff. Performs related work as assigned. Accept additional assignments when necessary.
Considerable knowledge of current social, economic and health concerns; considerable knowledge of the federal Social Security Act and of casework philosophy, methods and practices; considerable knowledge of individual and group behavior and of current literature and trends in the social work field; knowledge of community resources available to meet clients needs; ability to make independent judgments; ability to understand and interpret laws and regulations and to deal effectively with the public; ability to plan and organize work; ability to gather facts and report them accurately and to write reports.

Minimum Qualifications

Masters degree in social work or other relevant field such as sociology, psychology or vocational rehabilitation and one (1) year of related social work experience if masters degree is in other relevant field; or possession of a bachelors degree in social work and two (2) years of social work experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

This opening may be under-filled as a Family Services Specialist II (HP.26 $51,913 - $95,496) depending on the qualifications of the successful candidates and the needs of the department at the time of hire.
