The purpose of this job is to plan, organize, and direct activities involving budget, payroll, and position control. The Director of Budget will be an integral part of the HCS Finance team which manages resources with excellence to provide fiscal responsibility, financial sustainability, and quality customer service to Hamilton County Schools. Director will lead the budgeting process for annual budget development as well as development of budgetary policies and guidelines to meet short and long-term financial goals in accordance with the district strategic plan.

Responsibilities

  • Assist the Chief Financial Officer in developing a budget to ensure alignment of spending to district strategic plan. Develop analytics and managerial reports to support fiscal responsibility.
  • Guides the management of position control and provides appropriate action and corrective action to ensure completeness and accuracy of data on positions and vacancies.
  • Oversees the plans, organization, and operations of the Payroll department. Provides guidance and leadership to assist the Payroll department in achieving its stated goals and priorities.
  • Creates a customer-focused climate and provides quality services and support to schools and other stakeholders.
  • Consults and collaborates with the Superintendent, Board of Education, State Department of Education, administrators, district employees, other officials, and stakeholders to ensure efficient school operations.
  • Evaluates effectiveness of operations related to payroll, position control and budget. Identifies and recommends improvements or enhancements.
  • Manages the planning, developing, and implementing of programs, policies, and procedures for assigned areas to ensure the most effective utilization of resources to support the vision and mission of the school district.
  • Supervises, directs, counsels, disciplines, and evaluates assigned staff.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex problem situations, and provides technical guidance and expertise to address problems.
  • Ensures the Hamilton County Department of Education (HCDE) complies with applicable district, state, and federal codes, laws, rules, regulations, standards, policies, and procedures.
  • Develops and implements long and short-term plans, goals, and objectives for assigned areas.
  • Develops, recommends, and implements budget as assigned; monitors expenditures to ensure compliance with approved budget.
  • Follows established procedures for ensuring assigned areas are safe.
  • Acts in a professional, respectful, and welcoming manner at all times.
  • Maintains confidentiality.
  • Adheres to the Teacher Code of Ethics as defined by Tennessee Law.
  • Complies with accounting and financial policies and procedures, as well as all other Board policies.
  • Maintains a comprehensive, current knowledge of applicable laws, regulations, and standards; maintains an awareness of new trends and advances in the profession.
  • Attends meetings and training as required.
  • May operate a motor vehicle to conduct various work activities. Travels to school and other locations as needed.
  • Uses computers and other technology to enter and access information related to essential job functions.
  • Performs other duties as assigned.

Qualifications

Knowledge/Education/Experience:

Required:
  • Bachelor's degree with course work emphasis in accounting, business, finance, or related field.
  • Results oriented, metrics-driven leader with expertise in budget, payroll, and compliance with state and federal laws.
  • Minimum of five (5) years previous experience in a financial services role (with at least three (3) years of supervisory experience) or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for the position.
  • Experience with developing and managing operating budgets.
  • Proficiency in development of reports and analysis to support management's financial oversight.
  • Demonstrates excellent verbal and written communication skills.
  • Must possess a valid state-issued driver's license.


Preferred:
  • Experience in the education field.
  • Demonstrates expertise with continuous improvement and/or continuous lean process improvements.
  • Project management experience.

Skills/Qualifications:
  • Ability to perform addition, subtraction, multiplication, and division. Ability to calculate decimals and percentages.
  • Demonstrate excellent verbal and written communication skills to deal effectively with students, educators, parents, and community members.
  • Demonstrate excellent planning, organizational, problem-solving, decision-making, and time management skills.

Compensation:
Salary is based on a combination of relevant education and experience.
