GENERAL PURPOSE

This position is that of an instructional leader responsible for supporting the educational program, mission, vision and goals of the district with specific responsibilities to direct and monitor the implementation of processes related to teaching and learning in elementary schools and programs. Supports principals and department leaders through the evaluation of results and implementation of improvement cycles resulting in high levels of student engagement and academic achievement.

ESSENTIAL JOB FUNCTIONS

Responsible for the academic success of the elementary division, including in part, leadership excellence and instructional supports.

Supports principals in all matters related to the leadership of schools promoting high levels of student engagement and achievement.

Directs and evaluates improvement cycles based upon the performance of schools and leaders, maintaining alignment to the mission, vision and goals of the Learning Division and the District's strategic plan promoting continuously improving results.

Responsible for capacity building, on-going growth and development of elementary leadership, including principals, assistant principals and future leaders.

Collaborates with other executive directors within the Learning Division and other members of the Leadership team in order to align supports for students.

Monitors and evaluates the effectiveness of principals and other direct reports continuously improving performance.

Responds to escalated issues arising from the operation of schools resolving issues in a manner consistent with policy, practice, or strategic plans.

Collaborates with members of the Board of Education as directed by the Deputy Superintendent of Academics responding to inquiries and presenting results.

Collaborates with educators throughout the system developing innovative approaches to learning and providing support.

Develops and manages budgets, allocations, expenditures, fund balances and related financial activities ensuring that allocations are accurate, revenues recorded, and expenses are within budget limits and adherence to fiscal practices.

Performs personnel administrative functions maintaining necessary staffing, enhancing productivity of staff, and ensuring success of necessary department/program outcomes.

Prepares a wide variety of complex materials documenting activities and issues, meeting compliance requirements, providing audit references, making presentations, and/or providing supporting materials for requested actions.

Presents information on a variety of topics related to administrative responsibilities providing general information, training others, and implementing actions aligned with District objectives.

Responds to issues involving staff, conflicts in policies and regulations, community concerns, parental requests that may result in some negative impact and/or liability if not appropriately addressed identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.

Serves as liaison between principal organization and district for the purpose of conveying and/or gathering information.

Performs other related duties as required/assigned ensuring the efficient and effective functioning of the work unit.

QUALIFICATIONS AND REQUIREMENTS

Education and Experience

Master's Degree in job-related area from an accredited college or university, required.

Doctorate Degree in job-related area from an accredited college or university, preferred.

Minimum of five (5) years of recent and relevant experience in a leadership role within the education and technology related field with increasing levels of responsibility is required.

Proven experience leading effective teams, individuals, managing organizational change and initiating key innovations is required.

Certificates, Licenses and Other Special Requirements

Administrator Certification as required by the Missouri Department of Elementary and Secondary Education, required.

Must pass a Criminal Background Clearance, the results of which must be satisfactory to the District, required.

Working Conditions and Physical Requirements

Work environment is primarily inside, where the noise and temperature levels are moderate.

The work is light work that requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Must possess the physical ability to perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance.

Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, grasping, handling, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking.
