Job Title: Senior Budget Specialist

Department: Finance

Classification: Specialist II

Reports to: Director of Finance/Chief Finanical Officer

FLSA Status: Exempt

Primary Purpose:

Assists the Director of Finance in the preparation of the District's budget per Oregon budget law, applicable board policies, and the board's approved budget calendar.
Qualifications:
Education/Licensure /Testing Required/Bonding:

Bachelor's degree with an emphasis in accounting, finance, business, or related field preferred or any combination of education (AA/AS) and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job. Oregon Fingerprinting and Criminal Background Check clearance. Possession of valid driver's license and evidence of insurability.

Experience:

Six to eight years of progressive experience with a computerized budgeting system, analytical and/or spreadsheets.

Skills, Knowledge and/or Abilities Required:

Skills to: Operate standard office and audio-visual equipment including use of basic computer applications, use English in both written and verbal form, use correct spelling, grammar and punctuation.

Knowledge of: Oregon budget law at an in-dept level; double entry accounting functions, including the preparation of budget journal entries . Rules and regulations related to assigned functions. Financial and statistical record-keeping.

Ability to: Make mathematical computations quickly and accurately with a high level of attention to detail; compile and tabulate complex statistical data and prepare accurate reports and summaries; maintain complex data using Microsoft suite; exercise independent judgment based on policies and procedures; deal with difficult, sensitive and confidential issues; be a team player and communicate effectively, both orally and in writing using tact, courtesy and good judgment; prioritize work, manage time, and possess strong organizational skills; demonstrate interest in professional growth and development.
Major Responsibilities and Duties: Budget
  1. Produce, Compile and Prepare Proposed, Approved, Adopted and Budget Award Documents.Compiles discretionary funds and spending plan worksheets.Compile Budget for all funds based on Cabinet input.Collect information on Federal Grants, State and Local funding, Debt and Capital to create and ensure accurate budgets.Prepare Budget Document projection based on information collected for enrollment, FTE, state school funding and property taxesValidate projections in Forecast 5 to ensure budget projects accuracyPrepares public notice requirements including preparation of standard state forms, i.e., ED forms for tax levy and budget hearings.Maintains current knowledge of Oregon Department Education (ODE) account code manual.Maintains budget appropriation compliance.Prepares board budget resolutions including budget adjustments.Assists in the data entry, maintenance and documentation of the budget process and its accountable products.Maintains and keeps up the budget reporting system, including but not limited to actuals and budget information; reconciles with human capital management and general ledger systems and works with others to correct discrepancies.Manages chart of accounts to ensure compliance with Oregon Department of Education.Validates information to ensure no expenditures exceed budget and implements working budget requests from schools and departments.Validates budget data with source document to ensure accuracy of information, including but not limited to compensation, position, discretionary and account numbers, etc.Manages the position control and approves ePars for the district.Manages the implementation and maintenance of ESP Budget software; creates budget model; ensures data integrity.Maintains current knowledge of ODE Program Budgeting and Accounting Manual.Analyze Budget to Actual and work with Departments and Principals to align including positions controlAnalyze and Ensure FTE aligns to the Budget by account code while working with Human Capital Management and all move are tracked within position control.


Reports
  1. Compiles annual reports in a timely manner i.e., Medicaid Worksheet, Office of Civil Rights (financial data), ODE Budget Reports, and Facilities Reports.Acts as central point of contact with Oregon Department of Education for reporting requirements as related to Budget and Actuals Information. Identifies and tracks the completion of routine reports and respond to special inquiries.


I-Vision (IV) Administration
  1. Create, Manages and Analyze IV workflow approvals, budget control groups, distributed account controls, and administrative security modules.Creates and maintains training documentation; trains end users on IV portal in Infinite Vision Security.

Create and ensure Head Secretary and Administrative On-Boarding Training in IVision and TimeClock Plus.
Other Job Functions
  1. Provided backup support for Director, Procurement, District Travel Coordinator and check printing .Maintains positive open lines of communication with all management, staff, and others in order to contribute to the smooth flow of information and efficient operation of the district including duties such as composition of business correspondences, meeting minutes, contracts, business risks, etc.Provide Bargaining support to CFO in relations to budget projections, position costing, and FTE position control involved in the collective bargaining process and the administration of the collective bargaining agreements by participating in discussions and making recommendations as to the impact of management or union budget-related bargaining proposals and/or contract interpretations.Manages LGIP EON Banking Portal security and processes banking transfers.Attends district meetings.Maintains prompt and regular attendance.Performs other related duties as assigned to ensure the efficient and effective functioning of the department.
