Main Purpose of Job

The Education Program Supervisor oversees major grant programs and initiatives that provide support to Maryland's students who are Title I Part D, Neglected or Delinquent, McKinney Vento Homeless, Title I Part C Migratory Education, or educated in Title I schools across the State, inclusive of Title I Parent and Family Engagement and Title I Part A Program Improvement initiatives. The Education Program Supervisor will be responsible for the collection, verification, and dissemination of Federal and State mandated data and reporting. This employee serves as Supervisor within the Title I Program Improvement and Family Support Office, Division of Curriculum, Instructional Improvement, and Professional Learning. This employee will supervise Education Program Specialists and /or Coordinators and support staff positions allocated to administer and monitor Title I Part A and Program Improvement grants to local school systems, Parent and Family Involvement initiatives Title I, Part D Grants, Title I, Part C grants, and McKinney Vento Homeless Education Act grants. This employee will receive managerial direction from the Director.

POSITION DUTIES

In addition to supervising the work performed by subordinate staff and conducting performance appraisals, the education program supervisor will advise the Title I Director on interpretations of laws, regulations, policies and procedures governing assigned program areas. Advise and make recommendations to the Director or executive level official concerning education program effectiveness, program needs and operational issues; participate in the development, implementation and assessment of strategies to ensure that program activities contribute to meeting strategic plan goals and objectives; develop and implement education program policies and regulations which have statewide impact on education programs in Maryland's public schools; participate in and may lead interdisciplinary work teams in developing education goals and standards; supervises the preparation and the internal and external administration of assigned budgets and of required MSDE planning documents; establishes program goals and objectives and evaluates the accomplishments thereof; may represent higher-level managers; and performs other related duties, as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Master's degree or equivalent 36 credit hours of post-baccalaureate coursework.

Experience: Five (5) years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option. Two (2) of these years must be in coordinating or administering a school psychological services program.

Notes:

1. Two additional years of experience directly related to the position option may be substituted for the required Master's Degree.

2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Section 2-104 of the Education Article of the Maryland Annotated Code. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

• Three (3) years of experience at the Federal and or State level with Grant Management.

DESIRED OR PREFERRED QUALIFICATIONS

The desired and preferred are as followed:

• Three (3) years of management experience.

• One (1) year of Data analyst experience.

• One (1) year of experience with school improvement and development.

• One (1) year of Experience in budget processing.
