    The Superintendent invites qualified and interested persons to apply for the position of Supervisor of Data Processing Systems & Programming within the Office of Policy, Planning, Evaluation & Testing.

    This title is governed by the New Jersey Civil Service Commission; meaning that as a candidate for this position, you will be placed as a provisional employee. At a later date you will be required to take an examination administered by the Civil Service Commission. Candidate must score and rank high enough on this examination in order to remain in the position as a permanent employee.

    DEFINITION: Under direction, supervises the planning, design, implementation and analysis of computer systems and programs; does other related work.

    QUALIFICATIONS AND REQUIREMENTS
    1. Graduation from an accredited college or university with a Bachelor's degree.
    2. Five (5) years of experience in the design, installation and operation of computer programs, including systems analysis, two (2) years of which shall have been in a supervisory capacity.
    3. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

    NOTE: Applicants who do not possess the required education may substitute experience as indicated above on a year for year basis.

    BASIC FUNCTIONS AND RESPONSIBILITIES
    1. Supervises the systems analysis and programming staff.
    2. Supervises the analysis and evaluation of the operational application to be processed on
    3. electronic data processing equipment.
    4. Designs flow-charts and diagrams and develops systems and programming procedures to increase operating efficiency.
    5. Plans, schedules and supervises the work activities of the systems and programming staff.
    6. Establishes programming standards and goals.
    7. Writes and corrects complex programs.
    8. Participates in systems analysis work and in the planning and development of data processing techniques and procedures.
    9. Reviews completed systems and programs for adherence to established agency policy and prescribed standards.
    10. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
    11. Cooperates with other technical and operating personnel in planning operating schedules.
    12. Prepares clear, sound, accurate and informative reports containing findings, conclusions and recommendations.
    13. Supervises the establishment and maintenance of records and files.
    14. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

    KNOWLEDGE AND ABILITIES
    1. Knowledge of computer equipment capabilities.
    2. Knowledge of programming procedures and techniques.
    3. Knowledge of the methods used to analyze and correct programming procedures.
    4. Knowledge of the factors involved in the planning, design and logic of a data processing system.
    5. Ability to identify and correct programming problems.
    6. Knowledge of systems analysis.
    7. Ability to reason logically for purposes of computer programming.
    8. Ability to develop controls for accuracy and verification.
    9. Ability to plan long and short range data processing programming applications.
    10. Ability to plan, schedule, assign and supervise the work of programming and systems staff.
    11. Ability to provide assignments and instructions to staff, and supervise performance of their work.
    12. Ability to write clear and concise instructions and manuals, and other media of information and instruction.
    13. Ability to prepare clear, sound, accurate and informative reports containing findings, conclusions and recommendations.
    14. Ability to supervise the establishment and maintenance of records and files.
    15. Ability to analyze and evaluate production, flow of work forms and records systems, and staff utilization.
    16. Ability to establish and maintain cooperative working relationships with associates and subordinates.
    17. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
    18. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

    SALARY, EMPLOYMENT PERIOD, AND UNION AFFILIATION

    1. Salary Range: $91,000 - $110,000
    2. Employment Period: Twelve (12) Months
    3. Union Affiliation: Local 32
