Facilities and Construction Director

FUNCTIONAL PURPOSE

The purpose of this position is to provide professional construction planning and inspection services to the buildings within the school system. The position is responsible for providing recommendations regarding selection of property, architects, consultants, and contractors. The position serves as a quality control monitor, inspector for accuracy, correctness and compliance with contracts and architectural design. Work involves traveling to construction sites, reviewing and approving progress payments for construction projects, and meeting and monitoring all parties involved in the facilities' functions.

DUTIES AND RESPONSIBILITIES:

•Oversees all aspects of Facilities and Construction operations. Provides leadership on day-to-day operations while ensuring safe, reliable, and courteous service. Provides leadership level direction to Facilities & Construction Department staff.

•Monitors daily operations to ensure that work is performed efficiently and in accordance with appropriate federal and state regulations, district policies, procedures, and guidelines. Assist and/or coordinates the evaluation of school district buildings to analyze and prioritize facility needs.

•Provides direction and expertise to the school district in the areas of strategic planning, as well as the execution, monitoring and evaluation of real estate needs.

•Selects, negotiates, and finalizes real estate land acquisition, with district staff.

•Develops long term plans and schedules to implement new construction and renovations. Estimates the costs of programs and develops long-term cash flow planning. Produces budgets for specific projects.

•Participates in the development and administration of the Facilities and Construction budget; assists in the forecast of funds needed for project completion; monitors and approves expenditures; effectively devises and implements cost reduction techniques, strives for meeting projected timelines and budget, with 100% accuracy and exceeding district expectations.

•Prepares and presents building plan needs, budgets, scheduling and overall school district project needs to public, district leadership, and Board of Education.

•Obtains architects, engineers and other professionals' pricing/bids, proposals, and construction contracts.

•Oversees contract compliance for all aspects of buildings or renovations.

•Reviews and corrects blueprints to ensure district needs are met while maintaining state and local compliance.

•Analyzes and evaluates environmental, soil and other engineering reports to ensure compliance.

•Evaluates and ensures all existing school facilities maintain compliance with district, local and state guidelines.

•Enforces safety standards that conform with state, federal, and insurance regulations and develops a program of preventive safety. Develops goals, objectives, policies, regulations, and practices to provide safe and efficient facilities and construction sites. Ensures compliance with all OSHA, EPA, and other regulated agency guidelines as they pertain to all work site locations.

•Evaluates and solves issues related to existing facilities and new construction sites.

•Supervises the hiring and selection process, training of employees, assignment of work, disciplinary process, evaluation of employees, and related personnel functions.

•Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

•Demonstrated knowledge of construction engineering and design principles and practices as related to facilities construction for school systems.

•Extensive knowledge of construction law, bidding guidelines and procedures, building codes and building aesthetics.

•Proven knowledge of construction schedules, programs, cost spreadsheets, and technology required to plan and schedule school needs from land acquisition through move-in.

•Ability to read and interpret architect and engineering plans and specifications and estimates.

•Ability to review and/or prepare thorough inspection reports on construction projects.

•Ability to inspect construction projects and work with professionals to solve construction problems.

•Ability to communicate effectively in oral and written forms.

•Ability to develop and maintain professional working relationships with engineers, architects, school administrators, contractors, maintenance staff, the public and others involved in school construction projects.

Job Qualification

Pay Grade Admin Pay-D2 | Full-Time | 12 Months | Minimum Annual Salary $73,810

EDUCATION AND EXPERIENCE REQUIREMENTS:

•Minimum: Bachelor of Science in Civil Engineering, Architecture, Construction Management or a closely related field PLUS six years professional work experience that includes three years of project management.

•Desirable: Bachelor of Science in Civil Engineering, Architecture, Construction Management AND Professional Engineering or Architecture license PLUS eight years professional work experience that includes four years of project management.

CERTIFICATION AND LICENSURE REQUIREMENTS:

•Valid NC Driver's license that includes satisfactory driving record.

•Professional Engineer or Architecture Licensed preferred.
