PPSD serves more than 21,000 students in Providence. As part of a comprehensive reform effort to Turnaround the District and improve outcomes for children, the work of Central Office staff will support and drive instructional excellence and signi?cant achievement gains for PPSD students.
The mission of the Office of Data Systems and Strategy is to support schools and the district as a whole to use technology and data effectively to accelerate student achievement. The Office includes the following teams:
  • The Information Technology team provides PPSD students and staff, in every school, with the infrastructure, systems, and support to use technology effectively to accelerate student achievement.The Assessments team leads and supports schools in the administration of summative assessments and surveys and ensures test integrity is maintained during assessments.The Data team ensures stakeholders at all levels of the organization have access to accurate, timely, and relevant data by organizing, validating, and reporting on student data and by conducting analysis and research to inform decision-making.The School Data & Performance team supports and builds school-based capacity to use data tools to inform school planning and decision-making.
The Data team is responsible for managing the data systems, reporting, and analytics needed to achieve PPSD's strategic goals. The division supports a variety of stakeholders, ensuring that stakeholders at all levels of the organization have access to accurate, timely, and relevant data by organizing, validating, and reporting on student data needed for efficient operations and effective decision-making. We are focused on data management and data quality to ensure accurate and timely reporting of relevant data.

The Chief Data and Assessment Officer is responsible for leading a team focused on enabling the strategic use of data in the Providence Public School District (PPSD). The Chief will oversee the Data division, which will bring together multiple teams to serve as the analytic hub for the district by providing data, analysis and research to support progress monitoring, planning and decision-making at the district and school levels. This individual will lead the development of data tools and capacity-building to support the district's goals to accelerate student learning and close the achievement gap.

Roles & Responsibilities

  • Serves as a key member of the Cabinet and helps drive the formulation and implementation of policies and strategies to meet the vision and goals of the Office and of PPSD.Overall responsibility for developing the vision and implementation of the district's approach to strategic data use in support of PPSD priorities, including learning acceleration and closing the achievement gap.Leads the district's approach to school and classroom-level data-driven decision-making processes and manages team responsible for building school-level capacity for data work; works to establish a data-driven culture in schools through capacity-building including training, coaching, and intensive supports; defines expectations for school-facing data supports; and collaborates across the district's support model to norm data practices.Oversees the development, training, and support for a suite of data tools to enable district and school decision-making, including the PPSD Data Analysis Center and PPSD Multi-Tiered System of Support (MTSS) data system. Manages teams responsible for analytic work related to achievement data for the district, including academic, social-emotional, attendance, and behavior metrics as well as data from the state's accountability framework.Oversees the strategy and implementation of a PPSD data architecture redesign to streamline existing systems for data reporting and analytics. (data warehouse)Leads the development of the district's research agenda to evaluate the effectiveness of key districtwide programs and initiatives, leveraging external research partnerships in addition to strategically prioritizing internal research capacity; and ensures this research addresses PPSD' commitment to equity and anti-racism.Manages various operations of the Data division, including development and implementation of strategy, policies, and initiatives; strategic planning and budgeting for personnel, equipment, and space; staff development, work assignment, performance evaluations; and improvements to IT infrastructure and data tracking/analysis.Serves as key liaison to other agencies, including RIDE.Develops clear, specific, and ambitious performance targets and evaluates progress of key PPSD programs and initiatives; holds parties accountable; and helps adjust strategy and approach accordingly to achieve success and meet the targets of the Turnaround Plan.Prepares and presents regular updates for senior management team, summarizing progress and key points of projects and initiatives and distilling key lessons that will accelerate the learning curve of PPSD senior leadership.Drives innovation and best-practice sharing within the Office of Data Systems and Strategy, between PPSD and other key stakeholders through continuous flow of information and creating opportunities for collaboration and idea exchange in the form of data/information.Collaborates and builds strong working relationships with other PPSD senior managers to develop and implement cross-office strategies supporting the Superintendent's long-term vision of reform through performance management and data.Attends relevant external meetings and conferences to stay informed about latest research and accountability trends; represents the perspective and vision of PPSD; and presents specific findings and project results.

Salary Rate Range

$141,869 - $161,215

Requirements
  • Bachelor's degree and eight to twelve years of related work experience.Master's degree strongly preferred.


Qualifications
  • Previous exposure to or experience in the education sector a plus.Urban and Turnaround school system experience strongly preferred.Ability to develop strategic and operational components of a performance management system. Ability to lead organizational change efforts.Ability to communicate effectively with the educational community; and strong written and verbal communication skills on all levels in the organization, especially on technical issues to an education audience.Demonstrated experience leading and managing team members.Knowledge of project management principles, best practices, techniques, and tools.Can analyze complex problems, interpret operational needs, and develop integrated, creative solutions.Ability to provide strategic guidance and display leadership on tasks/projects, and with a high functioning team of analysts.Ability to develop overall departmental as well as project budgets and projections throughout an implementation process/cycle.Ability to provide inspirational leadership and effectively resolve process blocks and conflicts.Education, Training and Experience as listed aboveOutstanding organizational skills and high attention to detail; outstanding written and oral communication skillsAbility to manage multiple priorities, adapt to change quickly and meet deadlines.Proactive problem solver who demonstrates initiative.Strong work ethic coupled with an enthusiastic and passionate approach to one's work.Commitment to the belief that all students can learn, to educational equity, and to the PPSD visionYou must complete the new hire compliance training prior to your first day of employmentBilingual PreferredSelected candidate will be required to pass a pre-employment criminal history background check.
