Director of Special Programs

Position Purpose
To provide development and supervision of sound educational practices and programs in compliance with Federal and State laws and regulations for children who require supports and services PK – 12.

Essential Functions

  1. Know and effectively communicate the Division philosophy and mission.
  2. Establish, coordinate, and supervise programs for students grades PreK-12: including Early Childhood Special Education, Special Education, Gifted Education, Home -Based Services, Virginia Preschool Initiatives, Universal Pre-K programs, and Division Truancy Initiatives.
  3. Establish and revise as necessary all procedures for referral, (re)-evaluation, eligibility and placement of students referred for and/or presently receiving services in compliance with federal and state laws and regulations.
  4. Establish procedures to coordinate the assignment of instructional and support personnel required to meet program standards established by federal and state laws and regulations.
  5. Assist in recruitment, selection, and placement of special program personnel.
  6. In concert with building administrators, observe the in-class performance of teachers and support staff and confer and consult with them regarding their performance and professional development.
  7. Supervise teachers and provide on-going professional development in the preparation of curriculum and selection of program supports and materials.
  8. Prepare, maintain, and submit records and reports as required by state and federal laws, policies and regulations.
  9. Supervise and coordinate the development of budget recommendations for special programs PreK-12 including local and federal funding.
  10. Monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines.
  11. Conduct annual program review to determine the need for new programs and services to establish or maintain compliance with federal and state laws and regulations.
  12. Arrange with neighboring school Divisions or other public or private agencies for the education of those special students who cannot be served adequately in the local division.
  13. Initiate and coordinate contact with public and private agencies, organizations, and professional personnel in securing and providing services for special students.
  14. Coordinate the planning for in-service training programs for special education, gifted, and Pre-K staff.
  15. Annually evaluate the effectiveness of PK-12 special programs.
  16. Interpret the philosophy and practices of special programs to administrators, staff, and the public at large.
  17. Advise the Superintendent and the School Board on matters pertaining to the requirements of federal and state laws and regulations governing the provision of services to children with disabilities.
  18. Communicate and clarify issues pertaining to special programs to students and parents.
  19. Establish procedures, coordinate, and supervise the provision of extended school services (ESY).
  20. Serve as the Division’s Section 504 coordinator and establish, maintain, and refine division policies and procedures in order to comply Section 504 of the Rehabilitation Act of 1973. Duties also include training, monitoring, and supervising the implementation of 504 plans throughout the school division.
  21. Serve as the Division liaison to address and resolve due process complaints and alleged civil rights violations with outside agencies such as The Virginia Department of Education, The Office of Civil Rights, private special education attorneys and or educational advocates as well as parents.
  22. Serve as the gifted education program coordinator to establish, maintain, and refine the provision of instructional programs for gifted students in compliance with state standards and regulations.
  23. Establish and revise as necessary all procedures for referral, evaluation, eligibility and placement of gifted students in compliance with federal and state laws and regulations. Duties include the development, monitoring, and adherence to the Local Gifted Plan.
  24. Be familiar with the detail of all revenues and expenditures relevant to his/her areas of responsibility; use     this knowledge to prepare budget requests and monitor appropriated budgets to ensure compliance, working  with Finance staff when necessary.
  25. In collaboration with the VTSS/PBIS Coordinator, support, monitor and ensure fidelity to the VTSS/PBIS framework across the division. Duties include but not limited to: 1. Regular attendance at state and regional VTSS/PBIS conferences and trainings. 2. Planning and facilitating monthly VTSS Division Leadership Team meetings and managing division VTSS/PBIS guidance documents and data in an electronic database 3.Planning and facilitating mid-year and annual fidelity assessments, 4.Training and coaching school based teams in the effective use of data analysis practices and the processes of effective VTSS/PBIS implementation. 5. Coaching and supporting teams to utilize various types of data to inform instruction and decision making. 6. Assist in the universal screening process for students in order to identify students who are at risk of falling below state or grade level standards. 
  26. Serve as the Division representative for the Community Planning and Management Team (CPMT) in order to ensure appropriate access to community based resources for students and parents in Northampton County.
  27. Perform other tasks and assume other responsibilities which the Superintendent or his/her designee may from time to time assign.

Travel Requirements
•         Travels to school district buildings and professional meetings as required.
 
Knowledge, Skills and Abilities
•         Thorough knowledge of current trends in research and practices in public education.
•         Demonstrated competence in leadership, management, interpersonal relations and communications.
•         Ability to maintain and instill high standards of ethics and integrity.
•         Knowledge of teaching methods, educational pedagogy and behavioral management methods successful in school environments at all levels.
•         Knowledge of administration and supervision concepts.
•         Knowledge of applicable federal and state laws regarding education, students, professional staff and other                      employees, etc.
•         Ability to organize and coordinate work.
•         Ability to develop and implement projects.
•         Ability to prepare oral or written communications for distribution to the School Board, employees, students and                parents.
•         Ability to organize multiple tasks and conflicting time constraints.

•         Ability to ensure that responsible administrators address student disciplinary matters in an effective, consistent and fair manner in accordance with applicable law and Board policies.

•         Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
•         Ability to engage in self-evaluation with regard to leadership, performance and professional growth.
•         Ability to plan and implement professional development for administrators and teaching staff.
•         Ability to anticipate and address problems that may arise in a resourceful and consistent manner.
•         Ability to use computer network system and software applications as needed.

•         Works in standard office and school building environments.

Qualifications Profile
 
Certifications/License:
•         State Certification as required for position
•         Motor Vehicle Operator's License or ability to provide own transportation
 
Education:

  • Holds or is eligible for a Virginia license with an endorsement in Administration and Supervision PreK-12
  • An educational background that includes a minimum of three (3) years (3 to 5 years preferred) successful experience as a teacher and administrator
  • Experience as a teacher and administrator in the field of Special Education is preferred
  • Such alternatives to the above qualifications as the School Board may find appropriate and acceptable

Experience:
•         Extensive successful teaching experience, preferably in more than one grade level.
•         Extensive successful administration experience, preferably both as a school building and central office administrator.
 
FLSA Status:  Exempt           12-month position
