    JOB TITLE: Employee Relations Manager

    REPORTS TO: Assistant Superintendent-Human Capital Accountability

    WAGE/HOUR STATUS: Exempt

    PAY GRADE: AM 4

    PRIMARY PURPOSE:

    The Employee Relations Manager reports to the Human Capital and Accountability Officer and works in coordination with staff within the Office of Chief of Staff. The Employee Relations Manager is responsible for assisting with or conducting investigations of alleged misconduct, coordinating and interpreting board policy and administrative procedures, working as the ADA Coordinator and serving as a resource to HR administrators as well as district administrators regarding various employee discipline issues. Training is also an essential component of this role.

    The Employee Relations Manager must act with integrity, support organizational goals, demonstrate the ability to inspire, grow and motivate others, utilize feedback, drive for results and commit to championing the needs of the students, employees and overall District.

    QUALIFICATIONS:

    Required:
    • Bachelor's Degree from an accredited college or university
    • 3 years of successful leadership experience
    • 3 years of experience handling employee conflict/labor relations/investigations
    Preferred
    • Master's Degree from an accredited college or university
    • Knowledge of federal and state equal employment and educational opportunity laws and policies (i.e. Titles VI, VII, and Title IX) is a bonus
    • Prior experience in K-12 is a plus
    • Human Resources Certification or Degree

    SPECIAL KNOWLEDGE/SKILLS:
    • Comprehensive working knowledge of employee relations, investigations, employment guidelines, and regulatory compliance.
    • Exceptional interpersonal skills, including excellent verbal and written communication abilities. Must demonstrate active listening and strong facilitation and conflict resolution skills.
    • Comfortable operating in stressful environments
    • Proficiency with MS Office applications, including Word, PowerPoint and Excel.
    • Ability to thrive in a fast-paced, team environment.

    MAJOR RESPONSIBILITIES AND DUTIES:
    • Conduct investigations of alleged misconduct by planning, scheduling and conducting interviews with complainants, witnesses, alleged perpetrators, and other involved parties, including interviews of child victims, and witnesses. Efficiently collect and interpret evidence.
    • Lead and supervise the district investigator(s) and is responsible for the over performance management including hiring, continuous coaching and support, monitoring and accountability.
    • Administer unemployment insurance processes, reviews liability reports, monitors program costs.
    • Lead training sessions and actively coach on best practices, procedures and policies for investigations including Title IX concerns.
    • Monitor criminal history activity for employees.
    • Coordinate with internal and external department and agencies such as legal, law enforcement, CPS, county children's assessment center to ensure that all compliance measures are enforced.
    • Perform all other duties as assigned.

    WORKING CONDITIONS:

    The usual and customary methods of performing the job's functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require both traveling within the district and state wide. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to interpret Texas Educator Code of Ethics and applicable policy; ability to apply knowledge of current research and theory, ability to be effective in both oral and written communication; ability to maintain emotional control under stress. Position requires an individual to have flexibility with work schedule to meet the needs of the team.

That number will change soon with the construction of several new facilities – including two middle schools, three ninth-grade centers and a state-of-the-art stadium that will serve the entire district – all funded by a bond referendum approved by voters in 2016.
