General Description:
The Petersburg City Public Schools (PCPS) Grant Programs Specialist provides support to the State and Federal Programs and the Finance Departments. This position is responsible for managing all grant expenditures and amendments. The position is responsible for inventorying and tracking all resources purchased with grant funds.
Essential Job Functions:
-Prepares grant amendments to submit to the Director of State and Federal Programs to review and approve.
-Documents payments and expenditures for all grants programs and prepares bi-monthly budget reports.
-Inventories all division resources purchased using State and Federal Funding to ensure proper receipt and distribution.
-Trains school based staff on preparing and maintaining required state and federal programs documents necessary for auditing purposes.
-Maintains and tracks grant budgets (aligned with OMEGA) for the district; monitors expenditures and performs analyses on accounts.
-Logs new grants into the accounting system and updates project codes for continuing grants.
-Responsible for reconciling billing discrepancies, balancing accounts and closing out accounts.
-Works with school bookkeepers to perform monthly reconciliations to ensure state and federal funds are accurately tracked and monitored.
-Responsible for ensuring all grant purchases are aligned to the grant detailed budget.
-Prepares reports and documents for auditors as required.
-Assist Finance Department with accounting, data entry, preparing budget transfer request forms, filing and copying for all grant program documentation.
-Models non discriminatory practices in all activities and performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
-Must possess knowledge of executive level support of grant management and be able to work under minimal supervision.
-Ability to work effectively and maintain composure under pressure of short deadlines (Proficient in documentation management, electronic and paper-based organization is required)
-Must develop and maintain a strong knowledge base in procurement law in relation to Federal and State grants.
-Must have the ability to exercise professional decorum.
-Must possess excellent organizational skills and the ability to handle details accurately.
-Must possess the ability to establish and maintain effective working relationships.
-Exercises good judgment and effectively interacts with all school system personnel, the public and vendors with tact, courtesy and diplomacy.
-Must possess excellent computer skills using Microsoft Excel and PowerPoint.
-Must have experience using other financial software such as Keynet or Keystone.
-Must possess the ability to prepare memos for the department, spreadsheets and other required documents.
-Ability to establish and maintain effective working relationships with others using good judgment, tact, and courtesy.

Education, Training and Experience Requirement:
-Must possess a Bachelor's degree in Accounting, Business Administration or Grant Management (or equivalent experience).
-Must have experience working with grants. (OMEGA is preferred.)
-Must have knowledge of general accounting practices to manage grant funds.
