BUYER I

SUMMARY DESCRIPTION

Under supervision, purchases a wide variety of materials, supplies, equipment, services, food, and other commodities necessary for district operation; prepares specifications, requests for bids and contracts; maintains detailed records. The incumbent may specialize in assigned commodities classifications. The incumbent performs related work as required. Performs research as required for commodities assigned and to help source and specify products and/or services.

DISTINGUISHING CHARACTERISTICS

BUYER I is the first working level in the Buyer series. Incumbents perform technical purchasing duties for commodities assigned in areas of less complexity and responsibility as the Buyer II position.

Incumbents in this class normally perform several closely related duties according to established procedures. Duties are subject to periodic supervisory checks The Buyer I must exercise judgement when evaluating bids with potentially hundreds of line items with many bidders. The Buyer I is also responsible for reviewing contract terms and conditions for district, school, and department contracts. While the complexity of the contracts reviewed is less than that of a Buyer II, knowledge and comprehension of contract terms and conditions and their associated risk is an important attribute of this position as is the ability to negotiate better terms for district. An understanding of products as well as professional services is key.

The Buyer I class position has promotional opportunities, provided the incumbent meets the employment standards of the class.

EXEMPLARY DUTIES/RESPONSIBILITIES

Receives, reviews and evaluates requisitions for materials, supplies, services, equipment, and other necessary commodities; determines market conditions and product availability; consults with user departments and schools to develop specifications and to standardize and combine requirements; develops appropriate competitive bid packages; selects list of bidders to be solicited; invites and accepts bids; evaluates prices, products, discounts and delivery conditions; assists in conducting conferences, including pre-bid conferences as necessary to clarify terms, conditions, specifications, and so forth; recommends awarding of bids; prepares necessary award documents; confers and corresponds with vendors, manufacturers, services suppliers and sales representatives to obtain pricing and product information, services provided, and market information and trends; confers with vendors and manufacturers to acquaint them with the district's purchasing policies and procedures; reviews purchase order claims and contracts for conformance to district policies; negotiates prices and terms and issues purchase orders; follows through to insure receipt of commodities; investigates and resolves complaints and problems concerning damaged goods, incorrect merchandise or problems in billing or payment; evaluates vendors performance; attends demonstrations; conducts product tests; verifies quality and quantity of stock or services received; maintains catalog, commodity and vendor files; keeps informed on current trends and practices in public purchasing; participates in staff meetings, seminars, intergovernmental meetings and other forums to discuss technical procurement policies and procedures; maintains detailed records pertaining to items and services purchased, costs delivery, product performance and inventories; prepares correspondence and reports; performs necessary data entry into automated purchasing system; and works in team concept with other buyers to insure a coordinated purchasing program is maintained. The Buyer I is required to draft staff reports for approval of RFBs and contracts by the Board of Trustees. A Buyer I is also required to review and approve contracts including understanding detailed terms and conditions, identifying potential risks in a contract, negotiating certain terms and conditions with the vendor and finalizing contracts that lower risk and bring more value to the district.

EMPLOYMENT STANDARDS

Education/Experience : Any experience equivalent to education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

BUYER I :
  • Experience: Three (3) years of full-time technical experience, which involved the procurement of a variety of equipment, services and supplies;

  • OR
  • Education: Equivalent to an AA degree with college units in purchasing, business, public administration or closely related field. Possession of a valid Accredited Purchasing, Practitioner (APP) certificate or Certified Public Purchasing Buyer (CPPB) certificate, Certified Purchasing Manager (C.P.M.) certificate, or Certified Professional in Supply Chain Management (CPSM) certificate.

  • Knowledge of : Laws, regulations and procedures applicable to governmental purchasing such as the Local Governmental Purchasing Act (NRS 332), Public Works (NRS 338) and Uniform Commercial Code; common governmental procurement practices including ethics and standards, contract development and negotiations and competitive bidding; sources of supply, trade and brand names, publications and source materials in the field of purchasing; marketing practices and pricing methods and differentials; basic accounting and budgetary controls; computerized purchase order systems; warehousing and inventory control; modern office operations and equipment. Proficient with Microsoft Office Suite including Excel, Word, and PowerPoint. Evaluating and recommending award for complex bids and contracts. Adept at reviewing and negotiating contracts in order to reduce risk, protect the district, protect student privacy, and add value including contracts for professional services.

    Skill at : Analyzing requisitions and preparing product specifications, bids and agreements; evaluating bids; interpreting and communicating policies and procedures; utilizing computerized purchase order systems; ordering, handling and storage procedures for various kinds of specialized supplies, such as perishables or hazardous material; using sound judgment in making decisions and resolving problems within scope of authority; acting independently in seeking information verbally or by correspondence; utilizing a variety of common and specialized directories, catalogs, manuals, and internet resources to locate and order needed commodities; communicating effectively orally and in writing; establishing and maintaining effective working relationships with those contacted in the course of work including school personnel, departments, managers, and District leadership. Establishing and maintaining professional relationships with vendors. Skilled at resolving problem situations, interacting effectively with a variety of professional personnel, communicating effectively and working independently or as part of a team.

    Licenses/Certificates : Possession of, or ability to obtain, a valid State of Nevada driver license with a driving record acceptable to the District.

    Salaries are subject to adjustment and may increase and decrease each fiscal year. New employees hired by Washoe County School District are normally placed on the entry step of the grade of the position.

    This is a 40 hour a week, 260 day position.

    Eligible employees who are regularly scheduled to work less than 20 hours per week receive Social Security benefits, and the Salary Increases, Longevity Bonuses, and Credit Union benefits; eligible employees who are regularly scheduled to work 20 to 24.75 hours per week received PERS retirement benefits, and the Salary Increases, Longevity Bonuses and Credit Union benefits listed below; eligible employees who are regularly scheduled to work 25 to 27.25 hours per week receive the benefits listed below, with the exception of Medical, Dental, Vision Insurance; eligible employees who are regularly scheduled to work 27.5 hours per week or more receive full benefits of the District.
    Holiday: Eligible employees receive up to eleven (11) paid holidays each year. Vacation: Eligible employees receive up to twenty (20) days of paid vacation each year. Sick Leave: Eligible employees receive up to fifteen (15) days of paid sick leave each year. Medical, Dental, Vision Insurance: Eligible employees may select an insurance plan wherein WCSD contributes 100% of insurance premiums. Eligible employee paid dependent medical insurance is available for an employee's dependents. Insurance Premiums - Summer Months: WCSD contributes 100% of the district paid portion of eligible employee's insurance premiums for employees who are not scheduled to work in the summer. Life Insurance: The District contributes 100 % of employee's life insurance premiums. Salary Increases: In addition to any negotiated increases each year, eligible employees receive salary increases each July, for the first fifteen (15) years of employment. Longevity Bonuses: Eligible employees receive annual bonuses as follows: 12-14 years of employment, $700; 15-17 years of employment, $1, 000; 18 + years of employment, $1, 100. Credit Union: Outstanding benefits are available through the Credit Union.
    No State Income Tax. No Social Security deductions for most positions working 20 hours per week or more. Retirement benefit offered is the State of Nevada retirement system, Public Employees Retirement System (PERS), which is one of the best in the country.

    PERS ELIGIBLE POSITIONS:

    Eligible Employees who select the employer paid salary schedule (Schedule A) will have Washoe County School District (WCSD) contribute 100% of the employee's retirement contributions. Eligible employees who select the employer-employee paid salary schedule (Schedule B) will have a portion of the legislatively designated amount paid by WCSD to PERS for retirement benefits and the employee, in turn, will pay the remaining portion of the legislatively designated amount of his/her salary to PERS. These options are introduced and explained in detail during the New Employee Orientation upon selection for employment.

    New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting. Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
