Director of Special Education and Federal Programs

QUALIFICATIONS:
  1. Must hold a Virginia Postgraduate Professional License with endorsements in Administration and Supervision, PK-12 with an endorsement in Special Education.
  2. Must have a minimum of 3 years special education teaching experience.
  3. Prefer 3 years administrative experience.
  4. Must have demonstrated the leadership qualities and personal characteristics necessary to work effectively with diverse students, staff, parents and community members.

REPORTS TO: Superintendent or Designee

PERFORMANCE RESPONSIBILITIES:

The candidate selected is responsible for overseeing and implementing federal/state programs and special education programs that aid in improving the academic achievement of special education and disadvantaged students; designing and implementing professional development as it pertains to special education and federal/state programs; and any other special education or federal/state programs as assigned. This job requires supervision of clerical workers, special and federal program teachers, instructional assistants, and other employeesas may be assigned to the director.
  1. Contributes to the total school philosophy of education.
  2. Recommends policies and programs essential to meeting the needs of special education children.
  3. Stay s informed of all legal requirements governing special education and federal/state programs and keeps staff updated and informed.
  4. Coordinates and monitors special education and federal programs initiatives. Coordinates all federal programs/funds: Title I, Title II, Title IV and Title VI-B.
  5. Prepares and submits all special education, federal and state reports related to each program.
  6. Evaluates existing programs as an ongoing responsibility, and recommends changes and additions as needed.
  7. Assists and advises building principals in coordinating the school improvement process and the instructional activities associated with special education, federal and state grants.
  8. Establishes special education procedures for referral, securing medical reports, psychological examination, evaluation, placement, and re-evaluation of students.
  9. Assumes the responsibility for compiling, maintaining, and filing all reports, records, and other documents legally required or administratively useful.
  10. Develops and maintains complete records of all children receiving special services or enrolled in special classes.
  11. Evaluates on an ongoing basis, the total special education program, curriculum, procedures, and individual students' needs and achievement.
  12. Provides programs of a remedial nature to supplement regular classroom instruction for those students with learning or visual disabilities.
  13. Serves as a liaison with the Virginia Department of Education in the areas of special education and federal programs.
  14. Assists in data gathering, assessment, and evaluation of special education and federally funded interventions.
  15. Acts as a facilitator for the Special Education Advisory Committee.
  16. Writes special education, federal, and state grants.
  17. Prepares payroll information for homebound instructors.
  18. Serves as case manager for students who are outplaced.
  19. Supervises and coordinates homebased and homebound instruction for homebound or hospitalized students.
  20. Attends appropriate area and state meetings related to assigned programs.
  21. Assists in recruitment, screening, hiring, training, and assigning of special education personnel.
  22. Assists in the process of monitoring and evaluating special education staff.
  23. Assumes responsibility for own professional growth and development; for keeping current with the literature, new research findings, and improved techniques, and for attending appropriate professional meetings and conventions.
  24. Ability to read and interpret documents such as federal and state regulations and procedure manuals.
  25. Ability to write reports and correspondences.
  26. Ability to prepare department budget.
  27. Performs all other related duties as required or assigned.

TERMS OF EMPLOYMENT:

As per contract and board policies and regulations.

(12month/240 day position)

EVALUATION:

Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of certified personnel.
