Director, Security

FUNCTIONAL PURPOSE

The purpose of this position is to coordinate a comprehensive school safety and security program, which includes working with local law enforcement agencies to monitor and coordinate the school resource officer program. Work involves development of crisis management/emergency response plans as part of each school's safety plan; as well as, providing training programs pertaining to matters of safety and security for site-based administrators.

DUTIES AND RESPONSIBILITIES:

• Serves as a liaison with local law enforcement agencies to monitor and oversee the daily operation of the School Resource Officer (SRO) program and other law enforcement issues on the school campuses.

• Develops security plans and procedures for the school system by identifying problems, identifying emergency situations, corrective procedures, preparing written policies, and providing training for implementation.

• Works directly with local law enforcement agencies during critical incident situations in accordance with state and federal Incident Command System models.

• Works with first responders and GIS professionals to develop and maintain Critical Incident Maps.

• Develops, updates, trains, and monitors system-wide crisis strategy/emergency response plans and assists schools with development of site-specific plans and training.

• Advises and assists site-based administrators and athletic directors in matters involving criminal activities on school campuses.

• Assists in the development and implementation of security plans for athletic and special events involving the school facilities within the jurisdiction of the district.

• Recommends and coordinates implementation of new security programs; identify appropriate security programs necessary to ensure the safety of school personnel, students and property; recommend procedural changes as necessary.

• Receives/reviews all reports of criminal incidents occurring on school property, analyzing, reporting and partnering with local law enforcement to create recommendations to provide Safer Schools.

• Responds to and resolves difficult and sensitive inquiries and complaints regarding the safety and security of personnel and property.

• Network and partner with community Gang Related Tasks Forces to gain insight into current activity and statuses within our district.

• Works with law enforcement to gather intelligence related to campus and student security.

• Partners with local and state Department of Transportation, Traffic Division of local law enforcement, and district Transportation Leadership to design and manage traffic flow efficiency at each school.

• Directs and manages contracted night patrol and administrative security program.

• Coordinates Fire Code adherence and other safety inspections for the school system.

• Serves as a consultant to architects and contractors in planning and designing new facilities to ensure reasonable standards of security.

• Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

• Demonstrated knowledge of state and local policies and procedures regarding the administration of security/school safety program.

• Knowledge of applicable laws and regulations with working knowledge of enforcement and investigative laws at state, local and federal levels.

• Knowledge of Incident Command Systems (ICS) and National Incident Management System (NIMS).

• Ability to develop, analyze and recommend policies, strategic plans and practices affecting school district personnel, students, and services.

• Ability to quickly and accurately analyze situations, then adopt an effective course of action.

• Knowledge in the delivery of training including use of technology and best practices related to the development and delivery of training.

• Demonstrates effective communication skills, including speaking, listening, and writing.

• Models high standards of integrity and ethical behavior.

• Considerable knowledge of the current literature, trends, methods, and developments in the areas of security and school safety.

• Demonstrated proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint), Google Docs and related software.

Job Qualification

Pay Grade Director 2 | Full-Time | 12 Months | Minimum Annual Salary $73,810

EDUCATION AND EXPERIENCE REQUIREMENTS:

• Minimum: Bachelor's Degree in Criminal Justice, Emergency Management, or related field PLUS 5 years work experience in law enforcement, crisis/emergency management, or related field that includes at least 3 years of management/supervisory experience.

CERTIFICATION AND LICENSURE REQUIREMENTS:

• Valid North Carolina Driver's License

• Successful completion of the following courses through FEMA or state/local agency: IS 100, 200, 360, 362A, and 700A. Completion of ICS 230D, 242B, 300, 366A, and 400 within one year of hire.
