Ulster BOCES is seeking a Payroll/Personnel Specialist for an anticipated full-time, 12 month position. The ideal candidate has several years of relevant payroll and HRIS experience, as well as excellent technical skills and great attention to detail. In addition, the ideal candidate is results-driven, works well under pressure, and has a positive, can-do attitude. High integrity, a strong work ethic, honesty, and a collaborative spirit are a must. The position is client-facing and requires a high level of customer service and professional courtesy. This is an excellent opportunity for any payroll professional looking to enter the public education sector.

All Civil Service laws, rules and regulations apply. Fingerprinting required.

Civil Service Classification: Competitive. Merit and fitness examination applies.

Regionally competitive salary and benefits. Salary range: $55,000 to $65,000.

GENERAL RESPONSIBILITIES :
The work involves performing specialized payroll/ personnel related duties. The work is carried out in accordance with established procedures and involves responsibility for the smooth integration and maintenance of payroll and personnel functions. Work is performed under the general supervision of a higher level employee with leeway allowed for independent judgment. Does related work as required.

WORK SCHEDULE :
Full-time, 12 month
Monday through Friday

SPECIFIC DUTIES :
The typical work activities listed below, while providing representative examples of the variety of work assignments in the title do not describe any individual position. Incumbents in this title may perform some or all of the following, as well as other related activities not described.
  • Compiles payroll data, prepares and checks payrolls;Verifies employees' net earnings for pay period based on salary deductions;Reviews payroll register to verify appropriate changes are made;Assigns deduction priorities and defines deduction schedules;Maintains accurate records and reports all payroll deductions, errors and omissions;Prepares records and reports for distribution;Balances payroll files including individual tax and earnings records, monthly and quarterly reports, and W-2's to the accounting records;Resolves payroll processing problems on an on call, as needed, basis;Participates in the process which guides the integration of the payroll system with the data processing, accounting and personnel functions;Assists in the development of payroll forms and reports in conjunction with the finance and personnel departments;Prepares retirement payroll for certification;Sends payroll to Ulster County Civil Service for certification;Prepares letters and memoranda, documents meetings, answers questions and provides information on various matters;Attends trainings, seminars, etc., to keep informed of modern payroll/ personnel system methods;May perform other duties as directed by the Assistant Superintendent for Business.

MINIMUM QUALIFICATIONS :
Either:
  1. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's or higher level degree which includes or is supplemented by twelve (12) semester credit hours in Accounting; and one year of full-time paid or its' part-time equivalent experience performing payroll and/ or related accounting activities; OR
  2. Graduation from a regionally accredited or New York State registered college or university with an Associate's Degree which includes or is supplemented by twelve (12) semester credit hours in Accounting; and three (3) years of full-time paid, or its' part-time equivalent experience performing payroll and/ or related accounting activities; ORGraduation from high school, or possession of a high school equivalency diploma, and five (5) years of full-time paid, or its' part-time equivalent experience performing payroll and/ or related accounting activities; ORAn equivalent combination of training and experience as defined by the limits of A, B and C above.

WHAT IS A BOCES

BOCES, or Boards of Cooperative Educational Services, were created in 1948 by the New York State legislature. They operate as extensions of local school districts to help them meet their educational and financial goals by offering shared educational programs and services.

The Board of Regents and Commissioner of Education have also charged the 37 BOCES in New York State with providing leadership and developing the capacity of local schools to enhance and improve student achievement. The chief executive officer of a BOCES also serves as the District Superintendent and works closely with local school districts as both a liaison to and agent of the New York State Commissioner of Education.

This is an economical way for districts to provide opportunities they otherwise might not be able to afford or that would be more expensive to provide independently. BOCES programs and services eliminate duplication of such things as staff time, space, and equipment. BOCES staff members also have particular skills and expertise related to each of the programs and services offered, making participation an effective option for districts.
