POSITION SUMMARY:

The Facility Coordinator serves as a primary field representative for the Director, Plant Operations in the Division of Supporting Services, coordinating the facilities engineering, maintenance and plant operations programs, for the repair and physical condition of school facilities and equipment. Employees in this class have overall responsibility for coordinating the facilities management in an assigned area. Employees in this class will oversee the work and provide direction to school based Chief Building Supervisors. The incumbent should have knowledge and familiarity with the location and physical condition, including current work, of each school facility within an assigned area. Recommends repairs, material and methods required to keep equipment, buildings and grounds in a safe, efficient, clean and economical operating condition. The Coordinator assists in developing, administering and overseeing maintenance and servicing schedules for school facilities. The work reviewed by the Director for results obtained in meeting the goals and objectives of the Division. The responsibilities of this classification are considered administrative in nature and will require an employee to work beyond the normal day or workweek for which the employee will not receive additional compensation.

Detailed Description:

DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Inspects school system facilities to evaluate the physical condition of buildings, equipment and grounds;
  • Visits with official in charge of school facilities to determine priorities of action required for repairs and preventative maintenance and sanitation standards;
  • Initiates work orders, including budget codes, cost estimates of labor and material, and determines scheduled dates for repairs or preventative maintenance;
  • Prioritizes and designates assignments of work to the operation and service level personnel; though not responsible for the direct supervision of the functional work;
  • Coordinates in house services, budget allocations and equipment inventories; follows up on various repairs and installation by on-site inspections;
  • Administers contracted services; prepares plans and specifications; evaluates work performance and service providers;
  • Notifies the Director of any instances he/she observes of inadequate or inappropriate service and methods of operation, poor workmanship, or improper conduct or behavior which may be pertinent to his/her area;
  • Implements schedules for special projects, improvements, and daily routines in his/her assigned area and provides the Director with status of such work;
  • Technical supervision and monitoring of custodial operations, maintenance, construction, planning, equipment inventories and budgetary allocations;
  • Determines resource requirements and recommends cost-effective solution strategies;
  • Performs administrative and supervisory duties requiring effective verbal, written and computer communication skills;
  • Incumbent will be on call to respond to emergency situations in an effective and efficient manner;
  • Develops and provides training and training programs;
  • Serves as Program Manager and/or Project Manager for special initiatives, cost reduction programs, or compliance issues; and
  • Performs related work as required.

    QUALIFICATIONS:

    The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Possession of an appropriate and valid Maryland Motor Vehicle Operator's License with a driving record indicating five (5) or fewer current points, of which no more than three (3) shall have been accumulated as a result of traffic violations occurring while operating a Board of Education vehicle;
  • Considerable knowledge of the theories, principles, and practices of building, equipment and grounds maintenance, repairs and operation;
  • Thorough knowledge of construction methods, utilities, building equipment fabrication, regulation and maintenance; thorough knowledge of custodial service practices and principles;
  • Ability to plan, implement and evaluate; skill in personnel, financial and administrative management; ability to develop effective work standards and schedules;
  • Ability to initiate correspondence and to prepare professional reports; and
  • Skill in human relations, communication, and effective decision-making abilities.

  • EDUCATION REQUIREMENTS:

    Graduation from college or a university preferred with a degree in construction management, engineering, business administration or a related field with technical and supervisory experience in plant management, engineering maintenance or construction; or any equivalent combination of experience or training, which provides the required knowledge, skills and abilities.

    CERTIFICATION REQUIREMENTS:

    None required.

    SUPERVISORY RESPONSIBILITIES:

    Attend meetings with central office. Assist administrators in assigned area with personnel issues. Initiate disciplinary procedures for all personnel under the auspices of Plant Operations.
    Oversees assigned facilities.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

    ADDITIONAL INFORMATION:

    Employees in this class are considered emergency personnel and therefore are expected to have residential telephone services and possession of a valid driver's license.
