CLASS DESCRIPTION

OFFICIAL TITLE:Manager of Student Services
WORKING TITLE:Manager of Student Services
WORK YEAR:12 months
REPORTS TO:Executive Director of Special Education and Student Services

The New Bedford Public Schools Manager of Student Services will provide district leadership, organizational management, professional development, and professional supports to both students and staff in our schools.

The Manager of Student Services will assist the Executive Director of Special Education and Student Services in all phases of safety, health and behavior management for all students. Primary responsibilities will include the coordination of clinical services, coordinating and assessing initiatives around school attendance, behavior management and mental health services, health services, and the development of MTSS systems and structures. In addition, the Manager of Student Services will assist in developing and maintaining systems of support for students, addressing related barriers to education, and promoting a healthy school culture for all students.

SUMMARY DESCRIPTION OF CLASSIFICATION

MINIMUM QUALIFICATIONS
•Minimum of five (5) years of experience as a school administrator, school counseling, social work, or school psychology
•Minimum seven (7) years of experience working in a student services related field such as, but not limited to, Special Education, Nursing, Counseling, etc.
•Experience working with students and families in an urban school setting
•Knowledge of PBIS, and/or Progressive Discipline and Restorative Justice systems
•Culturally proficient in speaking, writing, and engaging a diverse, multi-lingual population
•Master's Degree in related field

    PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) include sitting, standing, and walking for extended periods, reaching, fine manual dexterity, pushing, pulling, talking, hearing, near and far visual acuity, depth perception, and field of vision.
    SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work flexible hours including some evening and weekend work

    CERTIFICATE AND LICENSE REQUIREMENTS: Massachusetts Department of Elementary and Secondary Education (DESE) requirements: Administrator

    KNOWLEDGE, SKILLS, AND ABILITIES:
    Knowledge:
    •Principles and practices of supervising staff
    •Principles and methods for establishing goals, objectives and implementation plans to accomplish solutions for identified needs
    •PreK - 12 school attendance rules and regulations
    •Community based health supports
    •Understands the needs of student and staff health services

    Skills:
    •Can apply appropriate laws to operations, developing policies, procedures and practices; gathering, analyzing and interpreting data; identifying, recommending and implementing changes to maximize efficiency
    •Can motivate staff to develop necessary job-related skills to improve job performance
    •Able to provide staff authority and discretion to accomplish work tasks and make decisions
    •Maintain a high level of security and confidentiality of information
    •Accomplish goals and tasks through collaboration and effective oversight
    •Can balance tasks under abbreviated timeline

    Abilities:
    •Plan and direct a large complex operation that involves coordination and integration of multiple interrelated activities
    •Develop and implement strategic plans and changes required to achieve goals and objectives
    •Supervise, train, and evaluate the work of assigned staff
    •Formulate and implement program goals, objectives, and schedules
    •Communicate effectively both orally and in writing
    •Establish and maintain excellent collaborative relationships with all stakeholders
    •Manage client relations to ensure development of service- objective expectations
    •Conduct meetings utilizing consensus building techniques and conflict resolution strategies
    •Travel to various locations throughout the District

    EXAMPLES OF PERFORMANCE DUTIES AND RESPONSIBILITIES:
    •Provide daily supervision to Student Services related departments including , but not limited to, Health Services and Attendance.
    •Work with internal and external stakeholders to build the District's capacity to support in-district education for all students.
    •Analyze complex student cases and help to identify appropriate school responses.
    •Attend appropriate school-based meetings to provide supervision and support to ensure students receive resources
    •Assists team facilitation on projects or task forces designed to enhance student services and promoting a healthy school culture
    •Work with all staff and vendors to develop collaborative and inclusive programs that serve all children.
    •Coordinate staff development programs designed to promote growth and ensure District, state and local compliance
    •May assist the Executive Director of Special Education and Student Services in negotiations with parents and at mediations as necessary.
    •Develop and direct health services program consistent with state mandates and School Committee Policy.
    •Support Clinical Supervisor in coordinating clinical services including safety assessments, crisis evaluations, case conferences and trauma response on challenging student cases.
    •Assist in developing and providing professional development for staff at various levels under direct supervision.
    •Serve as an active member of local, regional, state, and national student services associations to remain current concerning trends in the field
    •Assists in the management and supervision of students on 504 Accommodation Plans; recommends policies, programs and accommodations essential to the needs of 504 eligible students
    •Assists in the coordination of all therapeutic supports with outside agencies and vendors
    •Communicates with families in an informed and culturally proficient manner about sensitive and confidential issues related to a student's well-being and social/emotional health
    •Assists in the coordination and implementation of social competency curricula and the
    MTSS model throughout the district
    •Assists in the coordination of events with external providers, including student and parent trainings and professional development for staff.
    •Acts as the District Bullying Coordinator, offering support and guidance to all District Bullying policies and procedures to Principals
    •Supervise and evaluate various staff as directed
    •Other duties as assigned by the Executive Director of Special Education or designee

    EVALUATION: Performance of this position will be evaluated annually by the Superintendent and/or designee accordance with the MA state Administrator evaluation requirements

    TERMS OF EMPLOYMENT:
    Work Year: 12 months
    Salary Range: $105,000 - $115,000 dependent on experience.
