Job Description

The Director leads supervise and manages employee recruitment and retention for a division workforce of approximately 2600 full-time and 1600 temporary and seasonal employees. The Director is responsible for recruiting all employees including licensed, classified, and seasonal employees with a goal to create a diverse workforce that reflects the student body and community. The Director develops and implements a strategic recruiting plan (marketing, recruitment, screening, hiring, placement, and orientation/onboarding).

The Director monitors turnover and provides direction and leadership regarding the implementation of the district's personnel retention policies and procedures. This office serves to promote a diverse, equitable, and inclusive workforce for a multiethnic, multicultural, multigenerational workplace in a teaching and learning public school environment. As a staff expert, the Director advises the senior staff, department supervisors, and school leaders on policies, procedures, and practices for recruitment and retention. The director supervises three direct reports and manages a budget for associated goods and services

This position reports to the Executive Director of Human Resources.

Qualifications

Education: Bachelor's degree in personnel management, business administration, or related fields is required. Master's degree preferred.

Certificates & Licenses: None required. Professional certification preferred (e.g. SHRM, HCI, IPMA-HR, AASPA, World at Work, ATD, etc.)

Experience: Five years of progressive experience in human resources administration, recruiting, or HR operations required. Experience with direct-report supervision of three or more staff preferred. Experience with related HCM/HRIS/HRMS software and applicant tracking systems (ATS) required.

Essential Functions
  1. Recruitment Functions
  • Ensures diversity, equity, and inclusion (DEI) in the recruiting and hiring process.
  • Administers the respective school board personnel policies concerning recruitment, hiring, training, promotion, and other benefits.
  • Conducts new hire/new employee orientation programs and processing. Ensures new employees feel welcome and understand division values and culture.
  • Ensures teacher licensure and other certification programs which include pre-employment paperwork and periodic reviews of licensure status.
  • Administers the substitute employee program which includes recruitment, general orientation training, and placement of substitute employees in schools or offices.
  • Trains staff to recruit and screen applicants, conduct interviews, complete background, and reference checks; and make jobs offers.
  • Develops statistical, financial, and management information related to recruitment and retention. Collaborates with other departments (e.g. Finance, Budget, etc.) as needed.
  • Collaborates with respective school leaders and budget office to develop requirements, goals, and strategies related to annual staffing plan for the division
  • Creates network with GSEs and teacher development programs (e.g. TFA) to recruit teachers and interns.
  • Participates to update the annual employee handbook to align with board policy (i.e. G-Series) and ensures digital signature by all employees.
  • Supports recognition of new staff and annual retirement ceremony
  • Uses digital and social media technologies for recruitment
  • Conducts cyclical recruiting surveys with hiring managers to determine candidate attributes, skills, and abilities sought by school leaders (e.g. listening sessions, focus group, 90-day feedback of new teacher performance, etc.).
  • Collaborates with the Office of Communications on content and promotion of recruiting materials
  • Uses HRIS and ATS to track, manage and report on applicant status (e.g. scheduling, interview records, application support documents, etc.)
  • Supports executive search process for school principals and other key leaders. Develops executive search hiring process timeline and sequence of events
  • Develops and maintains current job descriptions. Establishes a process for cyclical review and updating of job descriptions to ensure accuracy of assigned roles, responsibilities, reporting relationships, and position qualifications
  1. Retention Functions
  • Takes action to implement the district's personnel retention policies and procedures
  • Conducts ongoing liaison and professional development to school building leaders and central office supervisors regarding workplace best practices.
  • Reviews and analyzes exit surveys to identify and correct dysfunctional workplace behaviors or office culture
  • May confer with board counsel in response to complaints or allegations of hiring violations or job placement.
  • Monitors and ensures on-time licensure and certification of staff with the Virginia Department of Education (VDOE)
  • Participates as an HR office liaison with local employee association or union.
  • Participates in the cross-functional task force for HRIS continuous improvement (e.g. time and attendance software working group, payroll updates, etc.)
  • Develops annual turnover and retention report for the School Board
  • Analyzes the causes of attrition to determine functional and dysfunctional turnover.
  1. Other functions:
  • Facilitates communication and coordination among staff to implement the strategic plan
  • Develops, manages, and administers an office budget for personnel staffing and non-personnel supports and services
  • Collaborates with staff to prepare and recommend changes in personnel policies, procedures, position classification, pay plan, and respective practices
  • Stays current with civil rights laws, employment law (including employment discrimination law), and labor law (application of collective bargaining agreements).
  • Attends meetings, conferences, and seminars to understand current research, trends, and practices in the HR field
  • Supports and participates with HR staff to follow corrective action plans (e.g. HR audit and Department Improvement Plan)
  • May perform other duties as assigned for the HR department and division

Clearances

  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.

Public Health Compliance

  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.
  • Must follow safety and health protocols.
