Department Description:

Under the direction of the Director, the Senior Grants Management Specialist is responsible for providing administrative and compliance oversight of system grants, regularly reporting progress and status to leadership and executive sponsors, and providing technical assistance and training to grant managers.

This is an ASASP Unit III Table 900 position Grade 32

Salary Range: $80,024 - $155,243

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Conducts detailed program monitoring and tracking to facilitate adherence to budget, schedule, internal controls and other aspects of each major grant;
  • Provides guidance and documentation to school personnel on grant processing procedures;
  • Develops and delivers tailored professional development for new and current program managers;
  • Conducts on-site technical assistance sessions for new grant awardees/program managers;
  • Provides assistance and support to system personnel in the processing of contractual agreements, requests for budget realignments, and grant extensions for various programs;
  • For designated major grants, coordinates and schedules Grant Core Team meetings;
  • Leads cross-functional grant support teams in addressing concerns and implementation issues and providing executive status reports during the grant period;
  • Works with system personnel to prepare for site visits from funding agencies;
  • Reviews Time and Effort reports;
  • Reviews interim and annual performance reports and provides feedback to program managers prior to submission to funding agencies;
  • Facilitates timely submission of reports to funders; tracks and regularly reports submission statistics to district leadership;
  • Reviews applications for entitlement grants submitted under the Bridge to Excellence Act of 2003 and related annual state plans;
  • Researches and communicates current and revised grant regulations and requirements to program managers;
  • Prepares timely, accurate grant status reports to executive leadership upon request;
  • Develops, documents and maintains PGCPS methodologies and a Program Manager Toolkit for the management of all major aspects of grants;
  • Maintains an up-to-date, intuitive Grants Management web site containing pertinent documents of assistance to PGCPS grant managers and sponsors;
  • Maintains a current, secure repository/archive of documents relative to all major grants;
  • Facilitates completion of grant closeout activities/reports and PGCPS lessons learned documentation;
  • Tracks and documents internal review of grant documents; and
  • Performs other duties as assigned.

  • Considerable knowledge of federal, state, and local regulations regarding grants;
  • Knowledge of grant agency requirements and grant criteria;
  • Demonstrated ability to critique grant reports and make recommendations for improvement;
  • Familiarity with administrative methods and strategies to select, modify, or develop responses to meet unexpected or complex grant conditions;
  • Demonstrated administrative competencies;
  • Excellent oral and written communication skills;
  • Excellent human relation skills;
  • Demonstrated ability to develop and deliver effective, interactive professional development, and provide internal consulting.
  • Proficiency with MS Office Suite (Word, Excel, Power Point); and
  • Competency with online collaboration, project, and resource management software.

  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

    Bachelor's Degree (Master's preferred) from an accredited college or university in education, business administration, communication, or a related field. A minimum of six (6) years of successful experience in grant management, preferably in education or public sector setting.

    CERTIFICATION REQUIREMENTS:

    Active status as Certified Grants Management Specialist (CGMS), or Grants Professional Certification (GPC) credential preferred.

    SUPERVISORY RESPONSIBILITIES:

    The position may serve in a Team Lead capacity coordinating the efforts of grant management staff and/or functional program/grant managers across the school system.
