Waterbury Public Schools, located in Waterbury, Connecticut, seeks an individual with visionary leadership and strong administrative skills to work in a district of 18,700 students. The salary will be in the range of $160,000.00 to $175,000.00 plus includes an excellent comprehensive benefits package. PART I - SUMMARY OF CLASSIFICATION
This class serves in a staff capacity to all administrators in the district regarding matters pertaining to operations. The Chief Operations Officer oversees all construction management, facilities, emergency planning and preparedness, energy management and conservation activities, maintenance, transportation and other operational divisions of the school district as assigned. Works collaboratively as a member of the Superintendent's Cabinet. Leads the strategic monitoring, analysis, and reporting of system-wide data; engagement and collaboration with government, community, business and higher education partners; and effective and timely communication of information through innovative and varied approaches. Supervises the workflow of the Superintendent's office to ensure quality and timeliness including reports, correspondence, and related items. Provides leadership for the Superintendent's executive staff meetings, cabinet meetings, and preparation for Board Of Education meetings including preparation of agenda items and interaction with executive staff in the preparation of materials and presentations.

PART II - QUALIFICATIONS
  1. A Master's degree and at least 10 years' experience in education management or local government administration; or any equivalent combination of training and experience, which provides the knowledge, abilities and skills stated above.
  2. Experience in an urban school district and/or a multi-cultural environment is preferred.
  3. Incumbents in this class may be required to possess a current Motor Vehicle Class D Operator License.
  4. State of Connecticut School Business Administrator Certificate (085) preferred.
  5. Knowledge of data collection and computer skills including Microsoft Office suite; Google Suite

PART III - POSITION SUPERVISES
  1. May provide supervision to School Inspector's Office, Security & School Safety Department, IT Department, Family Intake Center, Director of Communications, Food Service Department, Transportation Department, & Family & Community Engagement Office
  2. Responsible for general staff administration under the direction of the Superintendent.

PART IV - DUTIES & RESPONSIBILITIES (The following identifies the primary and essential functions of the position and is not intended to be an exhaustive list of all duties and responsibilities)
  • Oversees and directs a broad range of high-level projects including design, development, coordination and implementation of operational plans, strategic planning, select programs and policies to help attain institutional goals, activities and monitor and evaluate impact and outcomes.
  • Participates in key constituent meetings to ensure appropriate and responsive follow-up and accountability and facilitates resolution of matters requiring the Chief Operating Officer.
  • Brings operations personnel together, develops reasonable courses of action, follows-up on subsequent performance. Ensures effective communication among School District, City and State officials and personnel.
  • Evaluates staff as assigned per Superintendent of Schools.
  • Monitors internal and external information, examines the consequences of that information for operations, and develops concepts for necessary changes in structure of procedures.
  • Solves problems through creating a priority order of deficiencies in existing procedures, and then develops the process leading to implementation of the solution to the problem.
  • Performs related work as required.
  • Provides leadership and support for all issues and procedures involved with school construction, facilities and maintenance.
  • Assist the Superintendent in the general administrative operations of the school district.
  • Makes daily assignments to district staff as directed by the Superintendent.
  • Support the school division's strategic plan in all activities.
  • Provide administrative coordination for the school division's overall operations and related support
  • activities.
  • Provide leadership for implementation and monitoring of services.
  • Support assessment and tracking of progress towards strategic plan goal achievement and implementation to achieve strategic plan objectives.
  • Supervise executive and support staff of the Office of the Superintendent.
  • Convene school division administrators and staff to discuss division operations, services and issues.
  • Prepare agenda for and chair the executive committees in the absence of the Superintendent.
  • Develop and continuously enhance an integrated communications network within and between schools, departments, and the community in order to support an effective work environment.
  • Recommend development, administration and evaluation of division policies and procedures that assist staff in the operation of the school division.
  • Provide administrative oversight for the preparation of reports;
  • Assure the completion of reports and interpretations of related data for the administration, staff and the public to promote effective decision making by executive staff, site-based administrators and the Superintendent.
  • Support the school division's organizational development, leadership development, succession planning and staffing priorities as directed by the Superintendent.
  • Facilitate and coordinate school division operations to involve executive and support staff in providing support to the schools.
  • Support the Superintendent's goals for executive staff accountability in working to assure student achievement.
  • Attend or participate in required meetings deemed necessary by the Superintendent in order to accomplish the objectives of the position and for professional growth.
  • Represent and act on behalf of the Superintendent as directed.
  • Serve as chair of the Superintendent's executive leadership team (senior staff/Chiefs).
  • Organize, participate, schedule and manage priorities for Superintendent's executive leadership meetings.
  • Provide support, feedback and direction for the Superintendent's executive leadership team.
  • Meet regularly with and advise the Superintendent of unusual trends or problems and recommend appropriate corrective action.
  • Receive weekly legal updates of concern to the school division; update and advise the Superintendent.
