JOB TITLE : Resource Teacher, Compliance

REPORTS TO : Supervisor, Compliance

DEFINITION : Provides direct compliance support to IEP teams with collecting, organizing and reviewing data/documents that assist with the facilitation of effective IEP teams to ensure students with disabilities receive appropriate supports and services as identified on their individualized education program (IEP). Provides support, guidance, and consultation regarding the legal aspects of special education to ensure schools adhere to federal (IDEA) and state (COMAR) guidelines. Provides professional development to personnel supporting students with disabilities.

EXAMPLES OF DUTIES :
Collaborates with members of the office of special education (OSE) and school based staff to address identified compliance school based requests to ensure that students with disabilities receive the appropriate supports and services.
Participates in the dispute complaint and resolution process.
Facilitates, monitor, and implement county-wide, targeted, and school-based professional development.
Assists in the planning and implementation of Program Reviews (PRASP), Case Reviews and the monitoring of settlement agreements.
Provides guidance to school staff in the development of high quality IEPs and the implementation of special education and related services.
Facilitates and/or participates in IEP meetings as necessary and assists with the development of Individualized Education Programs.
Provides on-site support and guidance for standardized assessments.
Collaborates with a variety of stakeholders to address school-based and student specific compliance needs.
Assists specialists and supervisors in coordinating services for Extended School Year programming.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS :

Education, Training and Experience:
Graduation from an accredited college or university with a bachelor's degree, plus three years of successful teaching experience working with students in special education. Two years of experience with the facilitation and/or active participant in the IEP process is preferred.
Master's degree in special education or equivalent preferred.

Licenses and Certificates:
Possession of or eligibility for a Maryland Standard Professional Certificate with special education endorsement required. Advanced Professional Certificate preferred.

Knowledge, Skills, and Abilities:
Thorough knowledge of compliance with federal and state mandates including mediation and due process procedures.
Knowledge of support services and training for schools' staff, state legislation for students with disabilities, and services to students with hearing, vision, physical, speech-language, cognitive, emotional, and learning disabilities.
Demonstration of outstanding oral and written communication skills
Demonstration of strong leadership, communication, and human relations skills
Possession of technology competency (e.g., database, internet, spreadsheet, word processing, and related applications); skill and experience in data analysis and application.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :

The work of this class is generally performed both in school and office environments. Travel to schools throughout Baltimore County is required. Work includes the operation of office equipment, computers, and assistive technology devices. Limited physical activities may be required.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $ 81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
