Summary:
This position provides research and analysis for district compensation practices, including job evaluation and classification recommendations, wage and salary surveys, salary administration, job descriptions and position management.

Responsibilities:
1. Writes and updates job descriptions; observes staff in their work place, reviews examples of work and other records to gather information for writing job descriptions; establishes salary classifications for job positions.
2. Coordinates and processes reclassification requests and reorganization processes in accordance with negotiated agreements; develops district's rationale on classification determinations; processes appeals as required.
3. Conducts job audits and interviews to determine job duties and responsibilities; applies job evaluation system to recommend appropriate classification level for new positions, reclassifications and position changes.
4. Composes accurate reports, memos, case background information, and classification recommendation letters to support the district's salary administration process.
5. Conducts and responds to wage and salary surveys, conducts market studies, develops salary surveys as assigned; performs compensation analysis using statistical techniques and computer applications, prepares special reports and summaries involving compensation, job classification and other human resources related information; makes presentations, provides research and analyses related to position credentials, certification, licensing requirements and for use in collective bargaining.
6. Develops and validates pre-employment tests and test batteries, develops new tests to meet the need of new and specialized job requirements and new technology.
7. Establishes and maintains the classification position file and control process; ensures appropriate authorization and funding is established for positions through the human resources staffing and salary administration process; audits job titles and classification levels and maintains the integrity of the system.

2. Manages special projects and performs related duties as assigned.

CONDITIONS

Office environment; experiences frequent interruptions; experiences prolonged visual concentration and exposure to video display; required to deal with angry and distraught people; may travel to district sites; experiences inflexible deadlines; may be required to work extended hours.

Education and Experience
Bachelor's degree in human resources, business or public administration, or a related field involving analytical, evaluative, and communication skills; three years of professional experience in compensation or personnel administration, including one year of job analysis and evaluation; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.

Allowable Substitution
Equivalent combinations of experience and education may be evaluated by the Human Resources department for comparability.
