Purpose of Position:

The purpose of this position is to plan, budget, direct, supervise, maintain and evaluate the district's referendum, facilities & maintenance operational effectiveness.

To include but not limited to repair, architecture maintenance, all phases of construction builds, schematic, design,construction, bidding and administration design for ongoing referendum and district wide improvement activities. Supports all Project Managers and Consultants in a collaborative approach to ensure successful outcome of all facilities and referendum projects.

Supports and consults with key decision makers on repairs, maintenance and construction staffl, cost of projects and overall management strategy. Implements and oversees annual facilities maintenance, building fund and referendum budgets

Essential Duties and Responsibilities:

  • Coordinating referendum consultants, construction and improvement activities for district Building Services. This work includes daily management of service requests (work orders) for in-house MMSD skilled trades.
  • Reviewing architectural/engineering drawings, technical reports and specifications for maintenance, construction and improvements projects for compliance with standards, current codes, specifications and compatibility with existing equipment and buildings. Recommending project plan changes, and changes in preventive and routine maintenance.
  • Coordinating budget planning for facilities engineering and maintenance. Recommending staffing, equipment, professional services, supplies and materials expenditure levels. Monitoring expenditures for compliance with budget. Seeking alternate funding sources such as grants and rebates.
  • Participating in contract development for facilities maintenance, construction and improvement. Preparing requests for proposals and bid specifications. Reviewing bids for compliance with specifications. Participating in contractor, vendor, consultant selection.
  • Reviewing contractor work for compliance with specifications.
  • Maintaining current knowledge of , or sources for, regulatory changes, environmental issues, technology, computerization and changes in educational philosophies for facilities engineering and maintenance.
  • Assisting in hiring facilities engineering and maintenance personnel. Prioritizing work of others and allocating personnel. Reviewing work, evaluates employee work performance and advises or instructs personnel. Participating in union negotiations.
  • Improvement projects-Facilitate meeting with stakeholders and project coordination as necessary from concept through construction.


Qualifications:

  • Bachelor's degree in Architecture or Environmental, Civil or related engineering field.
  • Two to five years construction project management or facilities management experience; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Experience working cross-culturally and/or commitment to work \ntowards improving one's own cultural competence, i.e., valuing \ndifference/diversity, recognizing personal limitations in one's skills \nand expertise, and having the desire to learn in these areas.
